BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, March 17, 2014. The meeting was held at the White County Building, 2nd floor Commissioners’ Conference Room beginning at 8:00 a.m.
Commissioners present were: President John C. Heimlich, Vice President Steve Burton and Commissioner David Diener. Also present was the White County Attorney George Loy, White County Auditor Gayle Rogers and the Commissioners’ Secretary Donya Tirpak.
MINUTES
- Commissioner Diener made a motion to approve the minutes from the special meeting held on February 28, 2014, and the regular meeting held on March 3, 2014, as presented, seconded by Commissioner Burton. Vote: Unanimous
- Commissioner Burton made a motion to approve the payroll as presented, seconded by Commissioner Diener. Vote: Unanimous
CLAIMS
- Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton. Vote: Unanimous
ASSESSOR – CONTRACT
White County Assessor Lisa Downey presented a contract from Assessment Analytics, Inc., for appraisal support services for 2014. She said that she did legally advertise the request for bids and she also submitted the RFP’s to other appraisers that showed interest. This is the only bid that she received.
The proposal from Assessment Analytics will cover appraisal support services for commercial- new construction permits issued from March 1, 2013, to March 1, 2014. The fee of the proposal is $22,000 for 50 permits. Anything over the fifty permits will be $75.00/permit.
Lisa confirmed that this will be paid out of reassessment.
- Commissioner Burton made a motion to accept the proposal and enter into a contract with Assessment Analytics, Inc., for $22,000 for appraisal support services for 2014, seconded by Commissioner Diener. Vote: Unanimous
AREA PLAN
Area Plan Director Joe Rogers presented:
Rezoning Petition #1015:
Dennis A. Mathew & Robert A. Mathew are requesting to rezone 21.00 acres from an I-2 (Heavy Industrial District) to an I-3 (Industrial Park District). The property is located at 911 N. 1200 W. in Wolcott.
Mr. Rogers said that a public hearing was held on March 10, 2014. The only objection, or concern, that they had at the time was weather or not there would be an appropriate drainage plan developed and who would enforce and monitor that plan.
At that time, the APC voted to recommend this petition to the commissioners by a vote of 10 Yes and 0 No. During the public hearing residents expressed concerns about water drainage of properties in the general area to the rezoning. The APC submitted a special request to notify all property owners, two parcels deep, by mail of the Drainage Board Hearing for which drainage plans related to the development of this property will be considered.
- Commissioner Diener made a motion to approve Rezoning Petition 1015, rezoning 21 acres from an I-2 to an I-3 for property located at 911 N. 1200 W in Wolcott, seconded by Commissioner Burton. Vote: Unanimous
TOURISM BOARD APPOINTMENT
Commissioner Heimlich said that the term dates are incorrect for the appointments that were made to the White County Tourism Board on January 10, 2014.
The correct expiration dates on the board members should be as follows:
John Heimlich 12/31/2014
Dave Jordan 12/31/2014
Bruce Clear 12/31/2015
- Commissioner Burton made a motion to accept the corrected expired terms as presented, seconded by Commissioner Diener. Vote: Unanimous
Commissioner Heimlich explained that John Million submitted his resignation to the Tourism Board on September 12, 2013. At that time, the Commissioners appointed Sherry Vogel, Representing Indiana Beach, to fill the unexpired term until December 31, 2013, but she did not accept the appointment.
Commissioner Heimlich said that Don Hurd has just been hired as the Vice President of Marketing with Indiana Beach and he is willing to sit on the board.
- Commissioner Burton made a motion to appoint Don Hurd to the White County Tourism Authority Board for a two year term expiring December 31, 2015, seconded by Commissioner Diener. Vote: Unanimous
At this time, White County Council President, Denny Carter, called the council members to order in joint session with the Commissioners.

ENVIRONMENTAL OFFICER
Environmental Officer Jim Reynolds presented the Environmental Report for March 2014.
- Received 16 complaints on various issues.
- Made 6 landfill inspections
- Working with TLRSD regarding compliance with abandoned tanks.
ECONOMIC DEVELOPMENT
Economic Development President, Randy Mitchell, presented his Business Summary as of February 2014.
Commissioner Heimlich updated the council on the following:
- Closed on one parcel and currently working on the second for land acquisitions for the Wolcott Corridor Project
- Received federal funds for the renovation project on Bridge #88, Norway Dam Bridge
There being no further business to come before the joint meeting, the Council adjourned to their meeting room.
INDOT CONTRACT
County Highway Assistant Superintendent, Mike Kyburz, submitted a contract from INDOT to receive $1,136,000.00 of federal funds for Bridge #88, Norway Dam. This will be an 80/20% grant.
- Commissioner Burton made a motion to enter into an agreement with INDOT to receive $1,136,000.00 for the renovation project on Bridge #88, Norway Dam, seconded by Commissioner Diener. Vote: Unanimous
