BE IT REMEMBERED, that the White County Commissioners held a regular meeting on June 3, 2013. The meeting was held at the White County Building, Commissioners’ Conference room, beginning at 8:00 a.m.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Commissioner David Diener. Also present was the White County Auditor, Gayle Rogers; White County Attorney, George Loy; and the Commissioners’ Secretary, Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Burton made a motion to approve the minutes as presented for the regular meeting on May 20, 2013, seconded by Commissioner Diener. Vote: Unanimous

PAYROLL

  • Commissioner Diener made a motion to approve the payroll as presented, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

  • Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton. Vote: Unanimous

CREDIT CARDS

White County Attorney, George Loy, presented an ordinance to adopt the usage of county purchasing cards.

  • Commissioner Diener made a motion to suspend the rules on the first reading in order to adopt the proposed ordinance as presented, seconded by Commissioner Burton. Vote: Unanimous

  • Commissioner Burton made a motion to adopt Ordinance No. 13-06-03-01 which adopts the usage of county purchasing cards, seconded by Commissioner Diener. Vote: Unanimous

 

ORDINANCE NUMBER 13-06-03-01

AN ORDINANCE OF WHITE COUNTY, INDIANA TO ADOPT THE USAGE OF COUNTY PURCHASING CARDS

WHEREAS, the Board of Commissioners of White County, Indiana, constitutes the executive body of White County, Indiana; and,

WHEREAS, Indiana Code 36-2-6-4.5 provides that a county executive may adopt an ordinance allowing money to be disbursed for certain lawful purposes; and,

WHEREAS, the Board of Commissioners has determined that the efficient administration of county government will be promoted by the adoption of an ordinance authorizing the usage of a purchasing card and advance payment of credit card claims, as more fully set forth below;

NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners of White County, Indiana, as follows:

Section 1. The Board of Commissioners hereby authorizes the usage of County Purchasing Cards.

Section 2. All purchasing card holders shall receive and acknowledge in writing the terms of the Purchasing Card Policy and Procedure Manual. Per the Manual, the Purchasing Card Coordinator may withdraw authorization to use the County Purchasing Card and require the return of the County Purchasing Card at any time for any reason.

Section 3. The Board of Commissioners hereby authorizes claim payment in advance of board allowance for payment for purchases within the regulations of the White County Purchasing Card Policy and Procedure Manual.

Section 4. This Ordinance shall be effective upon its passage.

 

WHITE COUNTY ACADEMIC SKILLS CENTER

Suzy Karberg, Director of the White County Academic Skills Center, updated the commissioners on how the center is doing. She reported that that they no longer receive their funds from the Department of Education; however, they are now a part of WorkOne Development. In order to receive state/federal funding, they must have a local match. With the county donating a location for their center, this suffices as enough to meet the local match requirements. As of July 1, they will have served 133 students compared to the 100 served last year. Twenty-seven students have also received their GED’s through the program this year.

WHITE COUNTY EXTENSION

Melinda Han, Office Manager, introduced Phil Long as the new Agriculture & Natural Resources Extension Educator for the county effective today.

 

EMA ORDINANCE

White County Attorney George Loy discussed with Dean Mullens, Director, putting together a comprehensive County Emergency Management Ordinance. This ordinance will establish the County Emergency Management Department and establish the duties, authorities and responsibilities of the County Emergency Management Director. The ordinance will also provide authority for the issuance of a County Disaster Emergency Declaration even if the majority of County Commissioners is unable to meet and adopt one.
