BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on March 18, 2013 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Dennis Carter called the Council meeting to order in joint session with the Commissioners. The following members were present:

Motions that were made during the joint Session:

Councilor Kramer made a motion to fund $100,000 in additional appropriations to the Advancing Manufacturing Scholarship Program upon advertising the request in April. Councilor Davis seconded the motion. Vote: 5 Aye 1 Nay: Councilor Anderson

Councilor Clear made a motion to commit up to $2,500 to upgrade the Courthouse grounds out of the Cumulative Building Maintenance Fund. Councilor Crabb seconded the motion. Vote: Unanimous

MINUTES

Councilor Kramer made a motion to accept the February 19, 2013 minutes with the correction of the word “bases” to be spelled “basis.” Councilor Anderson seconded the motion. Vote: Unanimous

Councilor Davis made a motion to approve the above transfers. Councilor Kramer seconded the motion. Vote: Unanimous

ADDITIONAL APPROPRIATIONS

BE IT ORDAINED BY THE County Council of White County, Indiana that for the expenses of said Municipal Corporation the following additional sums of money are hereby appropriated and set apart out of the fund. Herein specified and subject to the laws governing the same.

Councilor Kramer asked how they got a 15% reimbursement grant from the United States Department of Agriculture. Library Director Monica Casanova said she just asked if they had available funds, and they did.

Councilor Anderson made a motion to appropriate $30,000.00 from the Library Rainy Day Fund and $30,000 from the Library Improvement Replacement Fund for the above request. Councilor Davis seconded the motion. Vote: Unanimous

Auditor Gayle Rogers said the Small Claims Fund 207 and Civil Service Fund 206 are available to use. Both funds should go into the General Fund.

Councilor Anderson made a motion to appropriate the above request from the General Fund. Councilor Kramer seconded the motion. Vote: Unanimous

Councilor Crabb appreciates the well-kept roads in White County, but there needs to be a better way to fund the Highway Department’s budget. He said White County has had the money to appropriate the funds over the years, but should not count on the funds to be there year after year. Auditor Rogers said the above request is what the State cut from the budget. She is researching a way to design the Highway Department’s budget to get State approval.

Councilor Anderson asked why there was a negative amount in the 6th Street Fund. He said the County’s 10% contribution was building the bridge, which was more than the 10% required for the Federal funding. Treasurer Guingrich said the fund pays the bills and then gets reimbursed later to replenish the fund. Councilor Anderson said the County paid for the bridge nine years ago. Auditor Rogers understands the County is waiting for Federal reimbursement, but she will check further.

Councilor Davis made a motion to appropriate the entire request from the Solid Waste Operating Fund. Councilor Kramer seconded the motion. Vote: Unanimous

 

 

WHITE COUNTY TREASURER

Treasurer Guingrich said there was no money in the Treasurer’s budget for office furniture. All the fat was trimmed. She said the furniture in the office came from the 3rd floor of the Courthouse, so there was no cost to her. The chairs, however, are old, small, and uncomfortable. Councilor Crabb said he does not want to micromanage the offices and decide on office furniture. Treasurer Guingrich said she was unaware at budget time about the chairs, since she had not worked in the office. She brought her chair from the Auditor’s office and had it replaced for the new Auditor. The chairs to be replaced are for the Treasurer Deputies.

Councilor Kramer made a motion to appropriate the above request from the General Fund. Councilor Clear seconded the motion.

Vote: 4 Aye, 2 Nay; Councilors Crabb & Davis

 

BUDGET HEARING DATES

Councilors are considering the last week of July to hold budget hearings. Auditor Rogers said she intends to send out the department worksheets out in April. She said the Commissioners are supposed to give their salary recommendations early in July. Councilor Kramer said insurance quotes come about November.

 

INDIANA BEACH TAXES

President Carter answered a question about Indiana Beach’s taxes. He said they were caught up on the Innkeepers Taxes, but he did not know where they stood on property taxes. Councilor Anderson said one company should never have been singled out in public. He said there were others that were never mentioned, and if they choose to pay late, the County benefits from the extra paid in penalties. President Carter said the negative publicity was damaging to Indiana Beach, and he has apologized to Bob Moser.

 

CUMULATIVE CAPITAL DEVELOPMENT FUND

Auditor Rogers would like to discuss the reestablishment of the Cumulative Capital Development Fund (CCD Fund) at the next meeting. It was at $.0167 and the max is $.0333 per $100 assessed property value. If we can get it to $.0333, we will double what we are taking in. She said the CCD Fund is more flexible than the Cumulative Bridge Building.
