The White County Drainage Board convened at 10:30 A. M. in the Commissioners’ Room of the White County Building, Monticello, Indiana. Board members present were: Chairman Steve Burton, Drainage Board Member John Heimlich and Drainage Board Member David Diener. Also present were Attorney George W. Loy, Surveyor Bradley E. Ward and Drainage Assistant Mary E. Sterrett.

The January 7, 2013 White County Drainage Board was called to order by Chairman Steve Burton.

The first item on the agenda was to approve the minutes from the December 17, 2012 White County Drainage Board Meeting. Board Member John Heimlich so moved. Board Member David Diener seconded the motion. Motion carried.

Next on the agenda-Reorganization of the White County Drainage Board for the Year 2013

Board Member David Diener made a motion to retain the current officers and staff for the calendar year 2013. Officers and staff as follows:

Steve Burton-President-Chairman John Heimlich-Vice President

David Diener-Board Member George W. Loy-Attorney

Bradley E. Ward-Surveyor Mary E. Sterrett-Drainage Assistant-Secretary

Board Member John Heimlich seconded the motion. Motion carried.

Board Member Diener made a motion that Board Member John Heimlich be reappointed to the Monon Ditch Joint Board and the Indian Creek Ditch Joint Board. Chairman Burton seconded the motion. Motion carried with Board Member Heimlich abstaining from the vote.

This Drainage Review was tabled by the request of Engineer Todd Frauhiger.

Next on the agenda-Tioga Hill Subdivision Requesting a Waiver for the White County Drainage and Sediment Control Ordinance (Tabled from 12-17-2012)

This waiver request was tabled until the January 22, 2012 Drainage Board Meeting.

Next on the agenda-Wayne Hunt Issues-J. T. Williams Drain #703

Surveyor Ward presented to the White County Drainage Board the following:

1. Mr. Hunt has purchased land on the J. T. Williams Drain #703 and he would like to have the

brush and trees removed from the ditch.

2. Surveyor asked the Board if this project should be petitioned due to the high cost of the project.

The Board’s response, “Yes”, it should be petitioned.

Other Discussions:

1. Mr. Britt from Wolcott had discussed with the Surveyor and the Commissioners prior to the meeting

that he thought that the Farmers Co-op Elevator in Wolcott had not put in their drainage for their project that was reviewed by the Drainage Board. Surveyor Ward is going to visit the site today to check on this issue.

2. Surveyor Ward asked if the Board would give CFS, in Burnettsville, a verbal agreement that the Board

would allow a fifty (50) foot encroachment to a County Regulated Ditch before they went any further with their expansion plans and spent any more funds. The Board told the Surveyor that CFS could proceed with their plans for the project.

3. Drainage Assistant Sterrett presented to the Board a list of ditch that need to have assessments

collected for the upcoming year. The Board signed the presented list and also a Certificate of Assessments to be sent to the Tippecanoe County Surveyor and Tippecanoe County Auditor for the Emmet Rayman Ditch #572. The assessments on the Emmet Rayman Drain #572 are being dropped back to the old variable rate prior to the Maintenance Modification of 2010. Chairman Burton refrained from signing this document due to family involvement with this ditch.

4. Mary Sterrett also asked Chairman Burton if she could again sign his name and initial the same for the

payroll claim sheet for the Drainage Board Payroll for 2013. This was ok with the Board and Chairman Burton.

With nothing further for the White County Drainage Board Chairman Burton adjourned the meeting.
