The White County Drainage Board convened at 10:30 A. M. in the Commissioners’ Room of the White County Building, Monticello, Indiana. Board members present were: Chairman Steve Burton, Drainage Board Member John Heimlich and Drainage Board Member David Diener. Also present were Attorney George W. Loy, Surveyor Bradley E. Ward and Drainage Assistant Mary E. Sterrett.

The May 6, 2013 White County Drainage Board was called to order by Chairman Steve Burton.

The first item on the agenda was to approve the minutes from the April 15, 2013 White County Drainage Board Meeting. Board Member David Diener so moved. Board Member John Heimlich seconded the motion. Motion carried.

Next on the agenda-Approve Petition for Maintenance on the Ernest Scipio Drain #579

Surveyor Ward presented to the Board:

1. Petition for maintenance was carried by Gary Woods.

2. The Ernest Scipio Drain empties into the Big Creek Ditch.

Board Member Heimlich made a motion to accept the Petition for Maintenance on the Ernest Scipio Drain #579. Board Member Diener seconded the motion. Motion carried.

Next on the agenda-Brad Stockment from Co-Alliance-Regarding Relocating a Portion of the Kleyla Branch of the Esther Fraser Drain #535

Surveyor Ward: This drain was moved in 2006 and they would like to move it further north.

Brad Stockment: Actually we would like to move it just about where it was before. That is a proposed bin between the one that is there now and the relocated ditch. We would like to relocate it and use a different design where we could use concrete tile taking advantage of a minimum set back as we can to the existing bin. There is an existing drain between the rail road track and the passing track. That is on grade with the CSX track and the passing track. After much conversation on the best way to approach their project the board advised Brad Stockment to do more research on their proposed project. Get an engineered site plan, a drainage plan and relocation plan of what they are going to do or what they are planning to build. This would save Co-Alliance money and time in the future. Chairman Burton stated that with figures and facts from Co-Alliance on what you are looking for. There is no stop sign that we are not going to allow you do to anything. Board Member Heimlich said that he would stop in at the Co-Alliance site to look at what they are trying to do.

Other Discussions:

1. Surveyor Ward: He had talked to Tony Cain today regarding the Victor Tile, Dave Kent area.

Tony was sent a work order to camera the tile and he said half the tile there is half of what it is should be. Just guessing Surveyor Ward said we will be looking at doing a project on that tile. Surveyor Ward said he ran some quick numbers on it and thought the project would be close to one hundred thousand dollars ($100,000.00).

2. Just for the record Surveyor Ward met with Frank Gick regarding a civil matter on his drainage.

This is a private matter and family matter. Chairman Burton has also talked to Mr. Gick on this same matter.

3. Chairman Burton asked Sharon Watson of White County Soil and Water about developing a water

way on the Ferguson Tile. Chairman Burton had talked to Jim Blake regarding the Ferguson Tile. Mr. Blake asked if it was possible to do some surface drainage and involve Soil and Water. Chairman Burton asked for some feed-back to see if a project like that is even possible. Sharon answered that he could come in and request to get engineering done but they probably would not paid for it. It is possible they would pay for part of it. Chairman Burton said that he would tell Jim Blake to stop by Soil and Water to talk about this project with her.

4. John Heimlich told the Surveyor about two (2) beaver dams on the Clarence Bossung Ditch.

Surveyor Ward will send out a work order to the trapper. Board Member Heimlich would also like for the Surveyor to check on a pipe that is back where the dams are located. Possibly this pipe was not put in correctly.

Chairman Burton adjourned the May 6, 2013 White County Drainage Board Meeting.
