BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on November 18, 2013 for the purpose of discussing the additional appropriations and other business that might come before the membership.

In Council President Dennis Carter’s absence Council Vice-President Butch Kramer called the Council meeting to order in joint session with the Commissioners. The following members were present:

HIGHLIGHTS OF JOINT SESSION:

Area Plan/Building Department Director Joe Rogers asked the Commissioners and Council if they still wanted the detailed reports or if they would rather have a summary. They opted for the detailed report.

Commissioner Heimlich said County health insurance costs will remain the same as last year. A new dental plan has also been found that will not cost any more than last year, and White County dentists will be in the network, which is an upgrade from last year. The vision plan stayed the same.

County Attorney Loy gave the Commissioners a memo from Superior Court explaining a committee must be formed to implement a twenty-two step program for emergency procedures involving the Courthouse.

The Mag Pellet bid opening will be December 10, 2013 at 2:00 PM.

Councilor Clear made a motion to accept the October 21, 2013 minutes. Councilor Annis seconded the motion. Vote: Unanimous

Councilor Clear made a motion to approve the above transfers. Councilor Annis seconded the motion. Vote: Unanimous

 

ADDITIONAL APPROPRIATIONS

BE IT ORDAINED BY THE County Council of White County, Indiana that for the expenses of said Municipal Corporation the following additional sums of money are hereby appropriated and set apart out of the fund. Herein specified and subject to the laws governing the same.

Councilor Anderson was concerned about other costs involved if the Treasurer changes the post office box, i.e. stationery, business cards etc. Councilor Annis said it will need to be changed because of not having the lockbox address anyway. Secretary Nydegger said she doubts the Treasurer will need to change the post office box. Ms. Nydegger used to work in the Treasurer’s office and picked up hundreds of tax bills that didn’t fit in the post office box. They were put in boxes about three feet long. She said Treasurer Guingrich was uncertain whether a bigger box was necessary.

Councilor Clear made a motion to appropriate the above request from the General Fund. Councilor Annis seconded the motion. Vote: Unanimous

GIRTZ INVESTMENTS LLC/GIRTZ INDUSTRIES, INC. TAX ABATEMENT

Councilor Kramer said Girtz Industries turned in its tax abatement compliance form to be voted on. Secretary Nydegger explained the compliance tax abatement includes additional construction costs of $130,400 for a total (including previous abatement) of $835,600.

Councilor Anderson made a motion to approve the Girtz Tax Abatement with the additional construction costs added. Councilor Clear seconded the motion.

Vote: Unanimous

WHITE COUNTY SURVEYOR EMPLOYEE REPLACEMENT

White County Surveyor Brad Ward said Mary Sterrett retired and he would like to know what matrix level pay scale he should replace her with. She was at a high level three but moving up to a low level two for 2014. Another employee in the office is at a base salary of $26,619 so Mr. Ward was thinking he should hire at a low level three to stay under the other employee’s base pay. The Councilors were favorable.

 

WHITE COUNTY AREA PLAN/BUILDING DEPARTMENT REPORT

White County Area Plan/Building Department Director Joe Rogers passed out the report to the Council that had previously been given to the Commissioners. Councilor Kramer said he likes the detailed report, and doesn’t think the Council needs any more information than what the Commissioners get.

Councilor Annis asked if he had any information about the hog building near Chalmers. Mr. Rogers said that has been about a two-year process and they are waiting on word from a Tippecanoe County Judge.

 

PERSONAL PROPERTY TAX JUDGMENTS

Councilor Kramer said County Attorney Loy said the Council cannot tell the Treasurer to not collect on the judgments. The Attorney will talk to Treasurer Guingrich about it.

 

BILL BORNE PRESENTATION

Councilor Kramer said the Bill Borne presentation had useful information as well as good background information on the use of County Funds and understanding State statutes.

 

SHERIFF’S DEPARTMENT MATRIX

Auditor Rogers said the Sheriff’s Department matrix has its first big increase at one year. They have one deputy who was hired in January and they are asking the anniversary date be January 31st instead of December 31st so he doesn’t have to wait two years for a pay increase. She said A.J. Alletto reported they often hire in January, so it would be better all around. Councilor Anderson said he doesn’t like that concept, because the next time there will be someone hired in February, so they will want to change it to the end of February. Councilor Davis said when they hire in, they should know they will have to wait to get the increase. Councilor Clear said he has not seen the Sheriff’s Department historically hire in January. He said it would be better to change their salary on the anniversary of each person’s hire date. Auditor Rogers said that would be a payroll nightmare. The State also wants to see the amount on the salary ordinance follow throughout the year. It cannot change midstream.

Councilor Davis made a motion to move the Sheriff’s Department hire date for the salary matrix to January 31, 2013. Councilor Annis seconded the motion. Vote: 3 Aye 2 Nay

Pending whether the vote can be a majority or if it must be a quorum, the motion passes.

 

BUDGET STATUS REPORT

Auditor Rogers said Council President Carter had asked to see a report showing what the Council had approved in additional appropriations. She said on page 84 of the Budget Status report is fund 59: Solid Waste. That shows what has been designated for the Highway Department, Wolcott Street Scape, etc. Page 139 is fund 137: CEDIT which shows Advancing Manufacturing and anything else appropriated out of it. Everything else would be out of the General fund which would go right into that Department’s budget.

 

UPDATES FROM COMMISSIONERS

Commissioner John Heimlich said the $30,000 left in the Lakeview Home fund was there because the person who bought it was going to do repairs on the pipes, and the County was going to reimburse him. However, the time has lapsed, and County Attorney Loy said the County is no longer obligated to reimburse him.

Attorney Loy is in the process of obtaining a deed for the old hospital. There have been environmental people checking what will need to be done to the property. Commissioners are also working with Garmong Construction Services on a new agreement dealing with the hospital and highway garage.

Commissioner Heimlich said the Building Inspector position had been advertised twice and there was some interest. Those who have the knowledge to be able to start right in want higher wages. Building Director Rogers and the Commissioners are wondering if the pay could be increased for the position to $36,500 which would still be less than the previous Inspector. Auditor Rogers said the high end of the 2014 pay scale for the position is $34,281. Councilor Kramer said the previous Director’s base salary was $39,758, and the budgeted 2014 base salary is $40,752. The position for 2014 will change from being the Director/Inspector to just Inspector. There are currently employees in the Courts and Prosecutor’s offices who are being paid more than the matrix levels.

Auditor Rogers is working on putting together a matrix that includes everyone by adding more levels. Currently Probation and the Courts are not on the matrix. She said the Judge agrees they should be on the matrix. The Sheriff’s & Highway Departments have their own matrix.

The Council was favorable to allowing some leeway in the salary for the Building Inspector.
