WHITE COUNTY DRAINAGE BOARD MINUTES

NOVEMBER 18, 2013

BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, November 18, 2013. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30am.

Drainage Board members present were: Member John Heimlich and Member David Diener. Also present were White County Attorney George W. Loy, Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard. President Steve Burton absent.

Others present were:

B.J. Propes – White County Highway Department Claude Butt-landowner

Mike Kyburz – White County Highway Department Robert Gross

Abbey Gross – Randall Miller & Associates

Sharon Watson – White County Soil and Water

Jeffry W. Healy, PE – Banning Engineering, P.C.

Drainage Board Member John Heimlich called the meeting to order.

MINUTES

  • Board Member David Diener made a motion to approve the minutes as presented for the regular meeting held on November 4, 2013, seconded by Board Member John Heimlich.

Vote: Unanimous

H.SNOW DRAIN #584- OPEN QUOTES

There were 7 bids/offers sent to contractors for the maintenance contract quote and 2 quotes received.

County Line Tiling/Excavating LLC $22,700.00

Gutwein Bulldozing & Excavating: $23,700.00

  • Board Member David Diener made a motion to award the contract to County Line Tiling/Excavating LLC, seconded by Board Member John Heimlich. Vote: Unanimous

KLEYLA BRANCH OF THE ESTHER FRASER DRAIN #535-AMENDED FINDINGS AND ORDER

The ditch name was corrected and the amendment was signed.

BUSS DITCH #518-THE RIGHT TO ENCROACH

The City of Monticello is extending the waterline on 24W to improve the water service to that side of town. The waterline will go underneath the road and Buss Ditch #518. White County Surveyor Brad Ward has spoken with Randall Miller & Associates regarding this project and acknowledged help from the county. White County Attorney, George W. Loy will prepare the documents.

  • Drainage Board Member David Diener made a motion to allow the City of Monticello Waterworks to encroach on the waterline on Buss Ditch #518, seconded by Drainage Board Member John Heimlich. Vote: Unanimous

CARTER HINES #693 – OPEN QUOTES

Due to the length of the work bids were requested for engineering assistance. Bids were received from the following:

Randall Miller & Associates: $48,000.00

Banning Engineering, P.C.: $47,120.00

The contractor awarded the bid will be responsible for all engineering work, permits, public hearings and surveying. The ditch is 14 miles long and should be a maintenance fund project.

There is $60,000.00 currently in this variable rate fund ; with over $13,000.00 collected annually. Two (2) more collections are expected before the work begins approximately Spring 2015.

Drainage Board Member John Heimlich states the contractor’s quotes will be reviewed and taken under advisement. The contract will be awarded the next Drainage Board meeting scheduled December 2, 2013.

RESIGNATION

White County Surveyor Brad Ward announced that Mary Sterrett retired after 13 years of service to White County. He stated ”I would like to thank Mary for the three years she worked with me. She was a valuable employee we will miss, and I wish her the best in her retirement.” Drainage Board Member John Heimlich seconded the Surveyor’s comments and stated from the Drainage Board that “Mary was a valuable employee who gave the County her all. We will certainly miss her.”

INDIAN CREEK

There is an Indian Creek scheduling meeting to be held December 17, 2013.

There being no further business to come before the board, their meeting was adjourned.
