WHITE COUNTY DRAINAGE BOARD MINUTES

DECEMBER 2, 2013

BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, December 2, 2013. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30am.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Member David Diener. Also, present were White County Attorney George W. Loy, Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard.

Others present were:

Abbey Gross – Randall Miller & Associates Sharon Watson – W.C. Soil & Water

Drainage Board President Steve Burton called the meeting to order.

MINUTES

  • Vice President John Heimlich made a motion to approve the minutes as presented for the regular meeting held on November 18, 2013, seconded by Board Member David Diener.

    Vote: Unanimous

Carter-Hines Regulated Drain #693-Contract Awarded

Vice President John Heimlich announced the bids opened; November 18, 2013, for engineering assistance were taken under advisement to make the correct comparison.

  • Vice-President John Heimlich made a motion to approve the low quote from Banning Engineering, P.C. for $47,120.00, seconded by Board Member David Diener. Vote: Unanimous

Lewis Friday #537 – (Carroll County) 25% increase

The Carroll County Surveyor, Donald Shockley, requested a twenty-five percent (25%) increase due to a negative balance on the drain, shared with White County. The current rate is one dollar and sixty cents ($1.60) per acre and the new rate would be two dollars ($2.00) per acre.

  • Drainage Board Vice President John Heimlich made a motion to approve Carroll County’s request to increase the rate twenty-five percent (25%), to $2.00, on the Lewis Friday #537 drain, seconded by Board Member David Diener. Vote: Unanimous

CLARK BROTHERS HOG CONFINEMENT-PRINCETON TWP. 35-27-5

Surveyor Brad Ward announced that Mike Lehe contacted Drainage Board Vice President John Heimlich about the drainage plan. The approved drainage plan was either not maintained or completed in the last twelve (12) years. There should be a retention area according to the approved drainage plan. Nothing has been done to retain the water and complete the plan. There are cattle in the area. On November 26, 2013; a copy of the Ordinance, a copy of the drainage plan and a certified letter notifying the landowner that he had 15 days to have this matter corrected was mailed.

WALTER G. DIENER Branch of Esther Fraser #535 – Petition to approve

Arnold Dahlenburg, landowner, carried a petition requesting White County Drainage Board to perform maintenance on the Walter G. Diener Branch of the Esther Fraser #535 drain. A large percent of the signatures are from the Walter G. Diener Branch.

  • Vice President John Heimlich made a motion to accept the petition for maintenance on the Walter Diener Branch of the Esther Fraser #535 drain, seconded by Board Member David Diener. Vote: Unanimous

SNOW DITCH #584 – UNION TWP. – Encroachment

White County Attorney George Loy stated Union Township requested to locate a tornado siren on a pole on the property within the seventy-five (75) feet right of way owned by the Twin Lakes Regional Sewer District.

  • Drainage Board Vice President John Heimlich made a motion to consent to encroach to Union Township for placing of a tornado siren on Twin Lakes Regional Sewer District property. seconded by Drainage Board Member David Diener. Vote: Unanimous

There being no further business to come before the board, their meeting was adjourned.
