WHITE COUNTY DRAINAGE BOARD MINUTES

JANUARY 10, 2014

BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Friday, January 10, 2014; the meeting was rescheduled from Monday, January 6, 2014. The County building was closed for a Level 3 travel advisory issued by the White County Sheriff Department. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: Vice President John Heimlich and Member David Diener. Also, present were White County Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard. President Steve Burton and the White County Attorney, George W. Loy, were absent.

Others present were:

Dan Haan – landowner

Brian Kennedy – Central Indiana Drainage

Drainage Board Vice President John Heimlich called the meeting to order.

MINUTES

  • Member David Diener made a motion to approve the minutes as presented for the regular meeting held on December 16, 2013, seconded by Member Heimlich. Vote: Unanimous

Reorganization of the White County Drainage Board

  • Member David Diener made a motion to maintain the existing slate of officers for the calendar year of 2014, seconded by Member Heimlich. Vote: Unanimous

    Steve Burton – President George Loy – Attorney

    John Heimlich – Vice President Sharon Broussard - Secretary

    David Diener - Member

Appointment - Big Monon #716

  • Member David Diener made a motion to nominate Member Heimlich for the appointment to the Big Monon #716, seconded by Member Heimlich. Vote: Unanimous

Indian Creek

Indian Creek Attorney Dan Tankersley does not recommend to appoint the new board at this time pending the outcome of the meeting with a Fulton County landowner. The board will be appointed at a later date. Member Heimlich stated he received correspondence from Attorney Dan Tankersley requesting not to be reappointed on the Pulaski County Indian Creek Board.

JC Vanatta #3 Branch of the E. Rayman #572 – Petition for Maintenance

Mr. Dan Haan, landowner, carried the Petition for Maintenance. He owns 80 acres in the White County water shed and approximately one quarter mile in Tippecanoe County that drains into the Rayman #572 drain. There are 6,700 acres and 138 parcels in the White County water shed. The drain is at the four year maximum of $20,000 and currently not on the collection list for 2014. The account has $22,000 now and the project will cost approximately $30,000. Mr. Haan stated the cement tile is ok, but the clay tile is broken down. Brian Kennedy stated there are approximately 38 tile holes.

Member Heimlich stated a joint board with Tippecanoe County will have to be formed along with public hearings to move forward with this project. There are 813 acres of the drain in Tippecanoe County.

  • Member Diener made a motion to accept the petition for maintenance on the JC Vanatta #3 Branch of the E. Rayman #572, seconded by Member Heimlich. Vote: Unanimous

There being no further business to come before the board, their meeting was adjourned.
