BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, February 18, 2014.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were:  President Steve Burton, Vice President John Heimlich and Member David Diener.  Also, present were the White County Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard.  White County Attorney George W. Loy was absent.

Others present were:

BJ Propes – White County Highway Dept. -  Superintendent

Mike Kyburz – White County Highway Dept.

Sharon Watson – White County Soil & Water

Jeff Healy – Banning Engineering

Mike Ezra – County Line Tiling/Excavating, LLC

Drainage Board President Steve Burton called the meeting to order.


· Member Heimlich made a motion to approve the minutes as presented for the regular meeting held on February 3, 2014, seconded by Member Diener.  Vote: Unanimous

Charles Hutton Drain #695 – Petition for Maintenance

Petition carried by Orlean Smolek .  Surveyor Ward stated he advised Mr. Smolek the maintenance project would not begin until at least Fall 2015.

· Member Heimlich made a motion to accept the Petition for Maintenance, seconded by Member Diener.  Vote:  Unanimous.

Catherine Hook Drain #660 – Assessment

In 2009, a three year maintenance assessment of $8.00/acre was actually assessed for four years (2010-2013).   The four year fund should be $7,504.00, but the current balance is only at $5,411.76.   There are 469 acres and 20 parcels.

The Drainage Board decided to recommend assessment of $4.00/acre for one more year to reach the four year fund.  This decision will be made  after the approval from the White County Attorney George Loy is obtained.

Floyd A. Brown #681 Regulated Drain

Surveyor Ward pointed out that Derflinger and Son, low bidder, is responsible for obtaining a performance bond, certified check, or irrevocable letter of credit.  This can be obtained from a bank or savings and loan, with an office or branch located in White County, Indiana.  The amount of the bid is required for all maintenance projects over $10,000.00 and submitted to White County before signing the contract.  He will request the advice from Attorney George Loy on a deadline for the contract to be signed.

Carter-Hines Regulated Drain #693

Surveyor Ward stated Banning Engineering, P.C. has started the project.

There being no further business to come before the board, their meeting was adjourned.
