BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, March 3, 2014.  The meeting was held at the White County Building, 2nd floor Commissioners’ Conference Room beginning at 8:00 a.m.

Commissioners present were:  President John C. Heimlich, Vice President Steve Burton, and Commissioner David Diener.  Also present was the White County Attorney George Loy, White County Auditor Gayle Rogers and the Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

  • Commissioner Diener made a motion to approve the minutes from the regular meeting held on February 18, 2014, as presented, seconded by Commissioner Burton.  Vote:  Unanimous

PAYROLL

  • Commissioner Burton made a motion to approve the payroll as presented, seconded by Commissioner Diener.  Vote:  Unanimous

CLAIMS

  • Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton.  Vote:  Unanimous

NORWAY BRIDGE – BRIDGE #88

BJ Propes, Highway Superintendent, said that INDOT has awarded Federal Highway Administration Bridge funds to rehabilitate Norway Bridge, Bridge #88.  The county has been awarded $1,136,000.00.  This will be an 80/20% project.  He has met with INDOT’s District Local Programs Coordinator to get the paperwork started.

APPOINTMENT - COMMON CONSTRUCTION WAGE BOARD HEARING

Commissioner Heimlich said that the following will need to be appointed to the Common Construction Wage Board for the rehabilitation project of Bridge #159 (Hoagland Ditch) in Wolcott.

  • Commissioner Burton made a motion to appoint John Heimlich, Larry Klink and Greg Vogel, Jr., to the Common Construction Wage Board for the rehabilitation project of Bridge #159 in Wolcott, seconded by Commissioner Diener.  Vote:  Unanimous

BRIDGE #159 – ENGINEERING CONTRACT

Don Ward, Bridge Engineer, presented Addendum No. 2 for the engineering agreement on the rehabilitation project of Bridge #159 over the Hoagland Ditch in Wolcott.  He’s requesting and additional $7,500 to complete the engineering work.  This will increase the engineering agreement to $112,500.00

  • Commissioner Diener made a motion to approve Addendum No. 2 for Bridge #159 to increasing the Engineering Agreement $7,500, as presented, seconded by Commissioner Burton.  Vote:  Unanimous

POLL WORKER PER DIEM

  • Commissioner Diener made a motion to approve Ordinance No. 14-03-03-01, making amendments to the precinct election officers ordinance concerning compensation, seconded by Commissioner Burton.  Vote:  Unanimous

 

 

 

ORDINANCE NO.  14-03-03-01

AMENDMENTS TO THE PRECINCT ELECTION OFFICERS ORDINANCE

CONCERNING COMPENSATION

WHEREAS, the Board of Commissioners of White County, Indiana, (“Commissioners”) is the executive and legislative body for White County, Indiana.  I.C. 36-1-2-5, and

WHEREAS, the Commissioners and Council have previously adopted ordinances which establish the compensation, training, and meal allowance and compensation for precinct election officers;

WHEREAS, the Commissioners desire to increase the per diem provided for compensation for each inspector, judge, poll clerk, assistant poll clerk for the performance of all the duties of the office imposed on the person that are performed on election day.

NOW THEREFORE BE IT ORDAINED; by the Board of Commissioners of White County, Indiana, as follows:

1. The following sum shall be paid to all precinct election workers as compensation for the performance of all duties of office imposed on the person that are performed on election day.

Opposite Party Judge:

Absentee Board Worker assigned to Clerk’s Office:  $10.35 hourly rate

Absentee Board Workers assigned to voters outside the Clerk’s Office (traveling board):  $10.35 hourly rate; mileage per Diem $.55 cents per mile

2.  This amendment shall take effect immediately.

HIGHWAY RETIREMENT

Highway Superintendent, BJ Propes, submitted a letter of retirement effective April 11, 2014.  Mr. Propes has been employed with the Highway Department for 35 years.

  • Commissioner Burton made a motion to accept the letter of retirement from BJ Propes, seconded by Commissioner Diener.  Vote:  Unanimous

There being no further business to come before the board, their meeting was adjourned.
