BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, April 21, 2014.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were:  President Steve Burton, Vice President John Heimlich and Member David Diener.  Also, present were the White County Attorney George W. Loy, White County Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard.

Others present were:

Mike Kyburz – White County Highway

Drainage Board President Steve Burton called the meeting to order.



Approval of the April 2014 Drainage Board meeting minutes are on the May 5, 2014 agenda.


The discussion is continued from March 17, 2014, regarding the Petition for Maintenance.

Surveyor Ward request guidance from the Drainage Board with this Maintenance Modification request. He reports the actual tile size is a 15” tile; not a 24” tile.   Tile is priced at $7.30 per foot, so the cost will be approximately $19,000 for the tile without labor.  To install the tile at $5.00 per foot it will be another $13,000 for half-mile.  The cost will total approximately $30-35,000.  The tile runs thru two properties.  Brian Kennedy, private contractor for Mr. Haan, gave the estimate to Surveyor Ward.

The maintenance fund is $22,054.36. We are not collecting this year. The rate is variable and based upon the distance from the outlet.  There are currently five (5) rates on this assessment.  White County pays $.25, $.50, $.75 and $1.00 collecting $4508.94.  Tippecanoe County pays $.75, $1.00 and $1.50 collecting $829.72.   The annual maintenance assessment from both counties is $5,338.66 total.

The fund has never had the one-time 25% increase applied.  A one-time 25% increase will bring in approximately an extra $1,000.00 or more per year. The fund will be in debt for 2-3 years if the Maintenance Modification is done and benefits two or three landowners.

Member Heimlich asked “how much will the rates be”? Surveyor Ward stated the Maintenance Modification would double the rates or more.  He will present a report next meeting with a choice of rates for the Drainage Board to select before notifying landowners.  Member Heimlich commented to double the rates for a couple years and it will pay for the Maintenance Modification that needs done.

Member Heimlich recommends advertising current rates will be doubled after the report is reviewed.  Member Diener stated to officially advertise high enough rates.  President Burton commented on requiring a Maintenance Modification hearing.  White County Attorney Loy recommended preparing a report with doubled rates for the Drainage Board to review.

Tippecanoe County Surveyor Zach Beasley will be sent a letter regarding a joint board for the Maintenance Modification.   Tippecanoe County declined on the tile project.
