BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, August 4, 2014. The meeting was held at the White County Building, 2nd floor, commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Member David Diener. Also present were the White County Attorney George W. Loy, White County Surveyor Bradley E. Ward and the Surveyor’s Secretary Sharon Broussard.

  • Member Diener made a motion to approve the minutes as presented for the regular meeting held on July 21, 2014, seconded by Vice President Heimlich. Vote: Unanimous

EMMETT RAYMAN JOINT DRAIN #572 – MAINTENANCE MODIFICATION HEARING

There are 7446.957 acres in the watershed. White County has 6704.207 acres. Tippecanoe County has 742.75 acres. Surveyor Ward explained the maintenance modification assessment changes. President Burton pointed out the rates are really old. There are four (4) rates.

Surveyor Ward commented a couple outlets need repaired since it was cleaned along with a tile job.

John Warner, landowner, asked how the rates are determined? President Burton explained the rates are based on the distance from the outlet, east to west. The farther west, the rates jump up accordingly; so, the farther east you are, the less the rate.

President Burton recused himself and has no part in the consideration or decision of this Petition for Maintenance. He also thanked the landowners present for their participation.

President Burton presented the Adoption of the Emmett Rayman #572 Maintenance Modification:

ADOPTION OF MAINTENANCE MODIFICATION FOR EMMETT J. RAYMAN #572

I.C. 836-9-27-42

The White County Drainage Board having heard and considered all the evidence and any objection submitted in these proceedings.

The chairman would now consider a motion finding that the current estimate of maintaining the EMMETT RAYMAN #572 ditch is insufficient and that the annual assessments for periodic maintenance of said drain should be increased as proposed in these proceedings.

  • Vice President Heimlich made a motion to adopt the Emmett Rayman #572 Maintenance Modification, seconded by Member Diener. VOTE UNANIMOUS: 2 - FAVOR, 0 - OPPOSED, 1 ABSTAIN (BURTON)

The motion has been made and seconded to double this maintenance and five ($5.00) dollars minimum. The White County Drainage Board by a vote of two (2) in favor, zero (0) opposed and one (1) abstained now hereby adopts the schedule of assessments as originally filed herein or as amended. The White County Drainage Board issues its written Findings and Orders declaring the proposed maintenance modification schedule in these proceedings established. A copy of which will be mailed to all owners affected.

RICK ODLE - DRAINAGE REVIEW

The Drainage Review is for property on Lot 11 of Countyside Subdivision. Todd Frauhiger, P.E., AECOM, presented and recommends approval of the drainage plans.

White County Attorney Loy advised any private route needs to be an easement, a recordable drainage easement, for the water that is coming off and they obtain it.

  • Member Diener made a motion to approve the drainage plan as presented contingent upon receiving permission for an easement from the property owner, seconded by Vice President Heimlich. Vote: Unanimous.
