BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, July 6, 2015. The meeting was held at the White County Building, 2nd floor, Commissioners’ Conference Room beginning at 8:00 a.m.

 

Commissioners present were: Commissioner Steve Burton and Commissioner David Diener. Also present was Auditor Gayle Rogers, Attorney George Loy and the Commissioners’ Assistant Donya Tirpak. Commissioner Heimlich was absent.

 

Commissioner Burton called the meeting to order.

 

MINUTES

  • Commissioner Diener made a motion to approve the minutes from the Special Meeting held on April 14, 2015, the Executive Session on July 2, 2015, the Executive Session on June 15, the regular meeting minutes held on June 15, seconded by Commissioner Burton. Vote: Unanimous

 

PAYROLL

  • Commissioner Diener made a motion to approve the payroll for June 22 and July 6, 2015, seconded by Commissioner Burton. Vote: Unanimous

 

CLAIMS

  • Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton. Vote: Unanimous

AREA PLAN

Joe Rogers, Director, said that Doug Wagner, Building Inspector, is requesting permission to modify the fee schedule for the Building Department. Since he is spending additional time evaluating site plans for people that are moving in dirt in a flood plain or flood hazard area, which can’t be done without a permit, he would like to add a fee for those permits. He would like to add a $150 fee for development on a single residential lot, $300 fee for lots or multiple lots that are larger than an acre, and a $50 fee for construction related pursuit that will already have a building fee. He said that he doesn’t see where his time warrants the cost of the additional fees, but he told Mr. Wagner that he would present it to the commissioners.

 

A short discussion was held about the homeowner being required to get an additional permit from the Department of Natural Resources (DNR) for properties that are located in flood plain or flood hazard area.

 

The commissioners requested to take this under advisement.

 

HIGHWAY DEPARTMENT

Highway Superintendent Mike Kyburz submitted a Memorandum of Agreement for Engineering Services from HWC Engineering. He explained that this is a general services agreement for times when he needs to have any engineering services done for the county. In the past he’s always used Don Ward Engineering, but now he is wanting to slow down his business.

 

As an example, he’s got CR 245 on Chalmers blacktop, the east end of the Norway Bridge project, and two small bridges that are up for replacement. He would like to have HWC Engineering start engineering the projects, scope the work out, and bid out the projects so he can get it started. He said that the contract/agreement gives prices for engineering services, mileage, and charges for crew members if he should ever need to call them on a Friday night due to a bridge going out.

 

BUDGET SALARIES

Auditor Gayle Rogers submitted the proposed wages in the county for 2016. She asked the commissioners to review them so they can give a recommendation during the budget hearings.

 

  • Commissioner Diener made a motion to accept the proposed wages in the county for 2016, seconded by Commissioner Burton. Vote: Unanimous

 

CONTRACT

White County Attorney George Loy presented a contract for Linda Pagels from the Health Department to administer the bio-terrorism activities that are funded through a grant. Copies were provided to the commissioners.

 

There being no further business to come before the commissioners, their meeting was adjourned.
