BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, August 3, 2015. The meeting was held at the White County Building, 2nd floor, Commissioners’ Conference Room beginning at 8:00 a.m.

 

Commissioners present were: Commissioner John C. Heimlich and Commissioner Steve Burton. Also present was Auditor Gayle Rogers, Attorney George Loy and the Commissioners’ Assistant Donya Tirpak. Commissioner Diener was absent.

 

Commissioner Heimlich called the meeting to order.

 

MINUTES

  • Commissioner Burton made a motion to approve the minutes from the regular meeting held on July 20, 2015, seconded by Commissioner Heimlich. Vote: Unanimous

 

PAYROLL

  • Commissioner Heimlich made a motion to approve the payroll as presented, seconded by Commissioner Burton. Vote: Unanimous

 

CLAIMS

  • Commissioner Burton made a motion to approve and pay the claims as presented, seconded by Commissioner Heimlich. Vote: Unanimous

 

RECYCLE

Dawn Girard, Director, discussed repairs that had to be done on some of the trucks at the Recycling Department. Copies of the invoices for the repairs was presented showing a cost of $7,883.94. She requested permission to have $7,883.94 released from the county’s grant funds from the Northwest Indiana Solid Waste District to pay for the repairs.

 

  • Commissioner Burton made a motion to allow the release of $7,883.94 from the Northwest Indiana Solid Waste District Fund, for equipment repairs at the Recycle Department as requested, seconded by Commissioner Heimlich. Vote: Unanimous

 

HIGHWAY DEPARTMENT

Highway Superintendent Mike Kyburz reported that they are working very aggressively on chip-and-sealing the roads.

 

BEDFORD BAY BRIDGE

Charles Brady, 6646 N. Harris Loop, Monticello, asked the commissioners if they could enhance the bridge on Monon Road (Bedford Bay) because they are having a difficult time getting their boat through.

 

Mr. Brady presented pictures showing the only way for the water and the boats to flow through to the main lake is passing through three pipes. The pictures showed that there is very little room through the pipes; and on days when there is a lot of rain, two of the pipes are usually blocked with logs. Mr. Brady presented a petition from neighbors requesting the county to open up the area. He discussed how this would benefit the economy because they would be able to buy bigger boats and the barges would also be able to pass through to remove the silt.

 

Superintendent Kyburz said that this bridge isn’t listed on the bridge inventory. He said that he will have to contact Don Ward to see if he remembers the history of the bridge.

 

Commissioner Heimlich said that they will try to find out when they were put in, what the life expectancy is on the pipes, and see if there is anything that can be done. He said that they will also take a look at the blockage.

 

AREA PLAN – SIGNS

Joe Rogers, Director, discussed complaints that the still coming in to his office regarding signs being placed in the right-of-way. He asked permission to have the Highway Department put up a pole at West Shafer Drive (across from Pit Stop Pantry) so he can put up a sign saying “no signs allowed”. PERMISSION GRANTED

 

REDEVELOPMENT COMMISSION

Commissioner Heimlich discussed a per diem for the Redevelopment Commission. Currently, the board receives no compensation. He said that by state statute they are not allowed to have a salary, but they are allowed to have a per diem.

 

County Attorney believes that an addendum to the salary ordinance would need to be done.

 

Commissioner Heimlich said that he will discuss this with the council during the budget hearings.
