BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building in Monticello at 8:00 A.M. on August 10, 2015 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Butch Kramer called the Council meeting to order.

Council President Kramer opened the regular Council meeting with the Council reciting the Pledge of Allegiance.

 

MINUTES

Councilor Clear made a motion to accept the July 20, 2015 minutes. Councilor Annis seconded the motion. Vote: Unanimous

ADDITIONAL APPROPRIATIONS

BE IT ORDAINED BY THE County Council of White County, Indiana that for the expenses of said Municipal Corporation the following additional sums of money are hereby appropriated and set apart out of the fund. Herein specified and subject to the laws governing the same.

Councilor Carter made a motion to appropriate the above request for Pauper Attorney & Guardian Ad Litem for the White County Circuit Court from the General Fund, and the Miscellaneous Expenses for the White County Health Department from the Health Department Gift Fund. Councilor Annis seconded the motion. Vote: Unanimous

Council President Kramer said the transport vehicle has a lot of mileage on it. Plus, the Department will transport more Department Of Corrections prisoners on a more regular basis according to the State Board of Accounts meeting. He said the van needs more security. Councilor Anderson said some people are frustrated that prisoner transport needs a newer vehicle to drive while the families of the prisoners are trying to make ends meet with older vehicles with more mileage. Councilor Anderson thought it might be more cost effective to make the needed modifications to the existing vehicle. He is concerned the County is getting new vehicles before getting the full life out of current vehicles. Councilor Clear cautioned, in this case, there is a security issue to be considered.

Councilor Anderson made a motion to table the Sheriff’s Department vehicle request. Councilor Clear seconded the motion. Vote: Unanimous

WHITE COUNTY HIGHWAY DEPARTMENT

White County Highway Superintendent Mike Kyburz said he received the insurance settlement check for the truck that was recently totaled in an accident. It was the Department’s oldest truck. He would like to put the $11,525 check into Motor Vehicle Highway Repairs to fix three other non-working trucks rather than a new purchase.

Superintendent Kyburz said he will be starting into the additional appropriation this week. Asphalt being ground up today does not have as much oil in it as it did years ago, and is not able to be reused in as many ways as it once was. He uses it whenever he can, however.

 

BIO TERRORISM COORDINATOR

Auditor Rogers said Bio Terrorism Coordinator Linda Pagels has resigned from her new position to work part-time in the Health Department doing clerical work and to fill in for the County Health Nurse. Because of her twenty years of experience in the Health Department, they would like to hire her at the higher end of the part-time pay scale of $13.20 an hour. She will be working twenty hours a week.

Councilor Clear made a motion to hire Linda Pagels at $13.20 an hour part-time wages at the Health Department. Councilor Anderson seconded the motion. Vote: Unanimous

 

MID-AMERICA COMMERCE PARK

Council President Kramer along with other representatives of White County agencies met with a manufacturing prospect for the Mid-America Commerce Park. The prospect was interested in property in the eastern part of the Park area, not the shell building. We are one of four sites they are looking at in Indiana, and Indiana is one of four States they are searching. The prospect knew about a new Indiana tax abatement introduced in July on personal property that could be given for as many as twenty years. We are one of two sites in Indiana that are shovel-ready gold sites.
