BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on February 16, 2016 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Butch Kramer called the Council meeting to order in joint session with the Commissioners. The following members were absent: James B Davis

HIGHLIGHTS OF JOINT SESSION:

Environmental Officer Jim Reynolds gave his report: 54 calls/complaints; 1 septic permit issued; 8 landfill inspections; landfill tonnage down 20,000; he has had state mandated tazer training and has attended the IOWPA Conference; last testing on the water on Stahl Road showed 73 per 100ml.

Area Plan Executive Director Joe Rogers stated 13 permits were issued; 37 inspections were completed; the company working with us on the Comprehensive Plan (Ratio) is holding stakeholder meetings; the Plan completion time has changed from 18 months to 12-13 months; the Area Plan office has conducted surveys of 3 White County school corporations and completed several surveys from the public at the Home Show earlier in 2015; applications for an Assistant Director have been slim; Director Rogers will conduct some phone interviews beginning the week of February 22 as applications are to be in by February 19, 2016.

Highway Superintendent Mike Kyburz said they are cutting roadside brush and doing tile work; he is getting his spring roadwork plan together; they used 380 tons of their 1600 tons of salt; 1600 tons were purchased this year; 400 tons were left over last year; storage may become an issue.

Meadow Lake Phase V Wind Farm Economic Development Agreement Resolution

Brian Dunnebeck of EDP Renewables spoke regarding Phase V of the wind farm that will be constructed in parts of West Point and Princeton Townships. The engineering plan, land agreements, leases, site plans and permitting processes will take place in 2016; construction is scheduled to begin in 2017. Rick Barnes explained the Economic Development Agreement and the Road Use Agreement. Following discussion and Commissioner passed resolution, Councilor Carter moved to accept Resolution No. 2016-02-16-01 approving an economic development agreement with Meadow Lake Windfarm V, LLC. Councilor Annis seconded.

Council President Kramer opened the regular Council meeting with the Council reciting the Pledge of Allegiance.

Councilor Clear made a motion to accept the January 19, 2016 minutes. Councilor Annis seconded the motion. Vote: Unanimous

WHITE COUNTY CHILD SUPPORT COPIER

Auditor Rogers suggested paying the lease, supplies and maintenance for the Title IV-D copier out of the county Title IV-D Incentive Fund #238. Councilor Crabb motioned to do so; Councilor Anderson seconded. Vote: Unanimous

WHITE COUNTY AREA PLAN COMMISSION TABLETS

Director Rogers explained that Commissioner Burton recommended tablets be provided to the Area Plan Commission and the Area Board of Appeals rather than making so many paper copies. No board member will be forced to use a tablet if not willing. Director Rogers received unanimous approval from the Commissioners at their meeting earlier that morning to purchase the tablets, he now needs Council approval for funding. Auditor Rogers suggested the funding come from the IT budget. Councilor Anderson motioned to purchase 15 tablets with the IT appropriated funds; Councilor Annis seconded. Vote: Unanimous

ORDINANCE ESTABLISHING AN ENHANCED ACCESS FUND

At the January 19, 2016 joint session of the Commissioners and Council, a Data Sharing Ordinance was approved by the Commissioners requiring and Enhanced Access Fund to be established for the fees collected. The fee schedule was approved by Council at that same January meeting. Auditor Rogers presented the Council with Ordinance No. 2016-02 establishing an Enhanced Access Fund. Councilor Anderson motioned to accept said ordinance; Councilor Carter seconded. Vote: Unanimous

WHITE COUNTY 2016 SALARY ORDINANCE AMENDMENT

Auditor Rogers informed Council that at budget time Community Corrections Director Livesay increased her part time budget so she could hire an additional person and so she could raise the part time addiction counsellor’s wage from $30/hr. to $32/hr. The Community Corrections Board approved this increase. Auditor Rogers did not pick up on the wage increase request at budget time, however Councilor Kramer and Councilor Anderson did. Auditor Rogers has amended the salary ordinance to reflect this change. Councilor Anderson motioned to accept 2016 Salary Ordinance No. 2015-05 Amendment 3; Councilor Annis seconded.

Vote: Unanimous

Councilor Clear and Councilor Crabb stated they will not be in attendance at the March 21, 2016 meeting.

There being no further business to bring before the Council, Councilor Clear made a motion to adjourn. Councilor Anderson seconded the motion. Vote: Unanimous
