BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, July 18, 2016. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Member David Diener. Also, present were the White County Attorney George W. Loy, White County Surveyor Brad Ward and the Drainage Board Secretary Jennifer Hill.


Others present were:

President Burton called the meeting to order.



  • Member Diener made a motion to approve the minutes as presented for the regular meeting held on July 5, 2016; seconded by Vice President Heimlich. Vote: Unanimous (3-Favor 0-Opposed)




Surveyor Ward presented the information and aerial photos and provided background on the drain. The discussion continued from the June 6, 2016 meeting. Twelve to eighteen months ago this was petitioned by Dirk Fleck to make a mutual drain a regulated drain. Surveyor Ward explained that his thought was to encumber this into the A.B. Robinson watershed; not changing assessments, just making it a part of the A.B. Robinson which would be considered branch #3 at this point. Member Diener recalled discussion at the last meeting about a pump that Mr. Dirk Fleck has on his property. Mr. Fleck explained that it’s a 12” pump with 10 horsepower motor. This helps newer tile get into the tile that was put in from the 1980’s and the ditch handles the water fine. This pump drains the lower portion that was put in by Joe Landis years ago. After short discussion with Sharon Johnson, Mr. Fleck decided that he was going to hold off on the petition so there would be no hard feelings with the neighbors.


  • There was a motion by Vice President John Heimlich, with a second from Member David Diener that this hearing be continued until the September 19, 2016 meeting at 10:30 a.m. Vote: 3 – Favor, 0 – Against (Unanimous)





Jason Miller with Randall Miller & Associates provided an update on the South Park Drain. Mr. Miller explained that they believe that the option that takes the tile between the Sims and Trent properties is the best and cheaper of the options. Currently they are waiting on the Easements from the property owners before they proceed and believe that should occur any day.


Surveyor Ward gave an update on the Springer Funeral Home Project. He explained that Bob Gross will be updating and reviewing some things for the city and that the city will probably want the Drainage Board to review it again because the plan will have changed from the original submission.



There being no further business to come before the board, their meeting was adjourned.
