APC MEETING – May 09, 2016

 

The White County Area Plan Commission met Monday May 9th, 2016, at 6:00 p.m. in the Commissioners’ Meeting Room, Second Floor, County Building, Monticello, Indiana.

 

Roll Call: Present: Charles Anderson, James Annis, Richard Bender, Richard Lynn, Doug Pepple, Dave Rosenbarger, Mike Smolek, Dennis Sterrett, Dave Stimmel, Brad Ward, Joseph Rogers (Non-voting), Abigail Diener (Non-voting) & Tina Cronkhite (Non-voting). Absent members were: Mark Bentlage

 

Registered visitors were: Connie Dunn & Nadine Kingsley

 

The meeting was called to order by Charlie Anderson.

Opening Business:

 

MINUTES: There was a motion by Brad Ward and a second by Dennis Sterrett to approve the meeting minutes of 04/11/16 APC and 03/30/16 APC Special Meeting. Approved unanimously, so moved.

Rezones

 

#1037 – Kingsley: B-2 (General Business District) to R-2 (Single & Two-Family Residential District); 6101 E US HWY 24, Monticello, IN 47960. This application was continued from 08/10/2015 and rescheduled for 03/14/16 per applicant request. On 3/24/16, the applicant visited the office and requested that the petition be heard at the May APC meeting. The application is for the purpose of a converting from a General Business District (B-1) to a Residential District (B-2) to allow conversion of the current building to a residential dwelling. Applicant, Nadine Kingsley was in person to represent the rezone request.

 

The parcel was given an original zoning district assignment of R-2, Single & Two-Family Residential. The property was subsequently rezoned from R-2 to B-2, General Business District, on May 20, 1974 File #66 along with the abutting parcel to the East. The rezone request was for the purpose of allowing a veterinary clinic be built at the site. The facility has been used for said purpose up until just recently when the vet moved his operations to a facility within the City limits of Monticello. The Staff could find no other records of any rezone, variance or special exception use petitions pertaining to this parcel. Reversion back to the original R-2 district seems to be a logical choice since a significant amount of area surrounding the property is already zoned R-2. The B-2 zoning district parcel which lies to the east is a tract of land in excess of 5 acres. Although the land is currently vacant of improvements, should a business be developed on the site, the property is large enough, in the opinion of the Staff, to provide adequate buffering between the business site and the surrounding residential districts. The subject property exceeds all of the minimum bulk use standards of the White County Indiana Zoning Control Ordinance. In the opinion of the Staff, this request is consistent with the intent and requirements of the 1995 White County Comprehensive Plan.

President, Charles Anderson announced the results, as follows: 6 votes cast; 6 in Favor - 0 Opposed – 0 No Recommendation. Rezone request will be certified to the appropriate legislative body with a “Favorable” recommendation.

#1050 – Dunn: B-2 (General Business District) to R-2 (Single & Two-Family Residential District); 6817 E State Rd. 16, Monticello, IN 47960. This application has been submitted in order to bring the parcel into compliance with its current residential use. Applicant, Connie Dunn was in person to represent this rezone request. The property was formerly used as an automobile service garage and sales lot. The Staff believes the most recent facility use was as an ambulance service called Hoosier EMS. The parcel was rezoned from R-2 (Single & Two-Family Residential) District to B-2 (General Business) District on June 17, 1996 (File #591). It is the understanding of the Staff that the commercial uses of the facility has been inactive for some unknown period of time. Thus, the applicant is requesting zoning district conversion of the site from B-2, General Business, to R-2, Single and Two Family Residential.

Other Business: 1) Compact Housing Update - Continued from 04/11/16 - Appendix B – Bulk Use Standards Amended and Committee Recommendations. Joe Rogers, Executive Director, informed the Board that a preliminary report pertaining to Compact Housing will be presented at the June APC meeting.

 

2) Comprehensive Development Plan – Ongoing – Public Workshops were held on April 12, 2016.

- Workshop 1: April 12, 2016 - 4:30 - 6 pm at Roosevelt Middle School - 721 W. Broadway, Monticello, IN

- Workshop 2: April 12, 2016 - 6:30-8 pm at the Old Reynolds School Building - 401 W. 2nd Street, Reynolds, IN
