BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Tuesday, October 6, 2016. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Member David Diener. Also, present were the White County Attorney George W. Loy, White County Surveyor Brad Ward and the Drainage Board Secretary Jennifer Hill.

Others present were:

Mike Kyburz – White County Highway Superintendent

J.D. Smith – White County Highway Dept.

Sharon Watson-White County Soil & Water Dept.

Jim Thayer- Thayer, INC.

President Burton called the meeting to order.

 

MINUTES

  • Vice President Heimlich made a motion to approve the minutes as presented for the regular meeting held on September 19, 2016; seconded by Member Diener. Vote: Unanimous (3-Favor 0-Opposed)

 

DRAINAGE REVIEWS

 

Arrowhead Pork, LLC-

Surveyor Ward presented the information to the board on the proposed drainage plan, this project will have two buildings with approximately 26,000 sq. ft. of parking area. The property owners are Cody & Amy Schneider. After short discussion on the matter it was decided that an easement would be needed from the owner of the property to the west that the drainage will cross. Surveyor Ward read a review of the plan from Todd Frauhiger, County Engineer, into record. It was determined that the drainage plan does meet the White County Drainage Ordinance.

 

When there were no further questions from the Board there was a motion by Vice President Heimlich to approve the Drainage Plan presented to the White County Drainage Board; contingent on receiving a recorded easement in the office and payment of the Drainage Review fee, with a second from Member Diener.

Vote: Unanimous (3-Favor, 0-Against.)

Country Swine, LLC-

Surveyor Ward presented the information to the board on the proposed drainage plan, this property is owned by Mike Bahler. His intent is to increase the operation size, which adds one production barn with driveway and parking area. This improvement will sit just north of the existing production area. The drainage plan has water out letting into the Hoagland Ditch eventually. Surveyor Ward read Todd Frauhiger’s, County Engineers’ report into record which approved the plan. Attorney Loy added that this would need a recorded easement as well.

Update on Northgate/Thayer Drainage

Surveyor Ward explained that he and Jim Thayer had met in his office last week. This issue is ongoing from March or April of 2015 and has to do with the Ozinga Ready Mix Batch plant rezone. There was short discussion as to who actually owns the property and what steps have been taken to bring the property into compliance. Surveyor Ward explained that a letter was sent out to WPP on March 13th from his office and the time frame provided has lapsed by 18 months. Member Diener suggested that a letter be drafted and sent to WPP explaining that their time has lapsed and provide them with the fees that are owed for this issue. Attorney Loy agreed with taking this avenue and advised that he had to be out of town and would draft the letter next week.

 

White County Highway Superintendent Mike Kyburz wanted to update in reference to the Airport. Attorney Loy suggested that a letter be sent to the Airport Board and ask when the issues would be remedied. Superintendent Kyburz explained that he would like to get things started with this before the ground freezes.

 

Surveyor Ward announced that there will be an Indian Creek Drainage Board meeting October 4, 2016. This meeting will be to accept or decline the engineering reports and timeline of the project.
