APC MEETING – October 11, 2016

The White County Area Plan Commission met Monday October 11, 2016, at 6:00 p.m. in the Commissioners’ Meeting Room, Second Floor, County Building, Monticello, Indiana.

Roll Call: Present: Charles Anderson, James Annis, Richard Lynn, Doug Pepple, Dennis Sterrett, Dave Stimmel, Brad Ward, Joseph Rogers (Non-voting), Tina Cronkhite (Non-voting) & Abigail Diener (Non-voting). Absent members were: Richard Bender, Dave Rosenbarger, and Mike Smolek.

Registered visitors were: Michael Yelton & Merle Peterson

The meeting was called to order by Charlie Anderson.

Approval Of The Minutes: There was a motion by Brad Ward and a second by Doug Pepple to approve the meeting minutes of 09/12/16 APC Meeting.  Approved unanimously, so moved.

Rezones:

#1052 – Johns, Greg A & Connie L: R-2 District (Single & Two-Family Residential) to B-2 District (General Business); 107 Francis St., Monticello, IN  47960; Union Township.  The purpose of this rezone is to change the zoning to meet the proposed use of the property of a Commercial Shop.

The applicant withdrew the rezone request on October 7, 2016.

Amendments – None

Other Business:

1) Approve 2017 APC Meeting Dates – The 2017 Area Plan Commission meeting date calendar was presented for approval.  Doug Pepple made a motion to approve the proposed 2017 Area Plan Commission Meeting dates, with a second from Jim Annis. Approved unanimously, so moved.

2) Appointment of the 2017 Tech Review Committee – The current APC members on the Tech Review Committee includes Dennis Sterrett & Michael Smolek.  Current Engineering Consultant is Don Ward.  Don Ward was unable to be contacted to confirm reappointment.  Joe Rogers, Executive Director, recommends increasing the APC members on the Tech Review Committee from 2 to 4 in order to target the subdivision ordinance streamlining.  Determination will be continued to the November APC meeting.

3) Comprehensive Development Plan– Ongoing – Reminder of scheduled Open Houses. Open Houses are scheduled for October 12, 2016, with the first one being held at the Ivy Tech Bldg. at 1017 O’Connor Blvd at 2:00 p.m. in Monticello and will be hosted by the Chamber of Commerce.  The second Open House is scheduled for 6:00 p.m. at the Wolcott Community Building at 203 Blake Street, Wolcott.  The next Steering Committee meeting is scheduled for October 26, 2016. The plan should be available for APC approval in January, 2017.

4) B-4 (Downtown Business) District Review – Joe presented a Standards Allowance for the draft amendment on a new zoning district that provides for the downtown areas.  The new downtown zoning district will eliminate all setbacks to all property lines.  Additional changes will be no minimum lot size requirement and no maximum lot coverage.  All parking requirements will also be eliminated.  It is also recommended that this include mixed uses and make allowances for Administrative splits of lots.  The Board voted to allow Joe Rogers to prepare an amendment for vote.   This amendment should be available for vote at the November 14, 2016 APC meeting.

5) Cell Tower Amendment – Continued - This amendment should be available for vote at the November 14, 2016 APC meeting.

Other Business:

1) Charlie Anderson, President, made a request for an APC Executive Session to discuss personnel and transitioning on Area Plan employees.  This will be a closed meeting for APC Board Members only and will be scheduled for October 27, 2016 at 4:00p.m. in the Commissioner’s Room at the White County Building.

There being no further business, Dave Stimmel made a motion to adjourn the meeting at 6:20 p.m., with a second from Jim Annis.  President Anderson called the meeting adjourned.
