BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, December 19, 2016.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were:  President Steve Burton, Vice President John Heimlich and Member David Diener.  Also, present were the White County Attorney George W. Loy, White County Surveyor Brad Ward and the Drainage Board Secretary Jennifer Hill.

Others present were:

Mike Kyburz – White County Highway Superintendent

J.D. Smith – White County Highway Dept.

Sharon Watson- White County Soil & Water

President Burton called the meeting to order.


  • Member Diener made a motion to approve the minutes as presented for the regular meeting held on December 5, 2016; seconded by Vice President Heimlich. Vote: Unanimous (3-Favor 0-Opposed)


Big Pine #654

Surveyor Ward explained that next on the agenda is a Petition for Maintenance on the Big Pine #654.  This petition was carried by Mr. Walt Kelley. (President Steve Burton recused himself as having signed the petition).  There are approximately 13,000 acres benefitted in the water shed. The hold up on the petition was St. Joe and getting a signature from them.

Board Member Diener moved that the Board accept the Petition for Maintenance on the Big Pine #654; with a second from Vice President Heimlich. Motion carried.

Vote: Unanimous (2-Favor 0-Opposed, 1-Recused)

P.L. Bush #517

Surveyor Ward explained this Petition for Maintenance was also carried by Walt Kelley.  This ditch drains into the Big Pine #654.

There was a motion from Vice President John Heimlich that the drainage board accept the Petition for Maintenance on the P.L. Bush # 517; with a second from Board Member Diener. Motion carried.

Vote: Unanimous (3-Favor 0-Opposed)


For 2017 we’ve been putting together numbers on ditches to be collected on, maintenance to be repaid on and even working on the spray list.

Surveyor Ward discussed with the Board the need to re-appoint to joint boards, which will be done at the January 3, 2017 meeting.  Currently, the only two active boards are Indian Creek and Big Monon as well as probably one final meeting for the Crowell-Wells. Surveyor Ward said that he would contact Benton County Surveyor and see if a member needs re-appointed to that Board as well.

There being no further business to come before the board, the meeting was adjourned.
