BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Tuesday, January 3, 2017. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Member David Diener. Also, present were the White County Attorney George W. Loy, White County Surveyor Bradley E. Ward and Board Secretary Jennifer Hill.

Others present were:

 

Mike Kyburz – White County Highway Dept.

Sharon Watson – White County Soil & Water

President Burton called the meeting to order.

MINUTES

  • Board Member Diener made a motion to approve the minutes as presented for the regular meeting held on December 19, 2016, seconded by Vice President Heimlich.

Vote: Unanimous



REORGANIZATION OF THE WHITE COUNTY DRAINAGE BOARD

  • Member Diener made a motion to maintain the current officers for the calendar year of 2017, seconded by Member Heimlich. (3 – Favor, 0- Against) Vote: Unanimous

Vice President Heimlich made a motion to maintain the current member appointments to the joint drainage boards, seconded by Member David Diener. (3 – Favor, 0- Against) Vote: Unanimous

2017 DITCH ASSESSMENT REPORT

Member Diener made a motion to accept the 2017 Drainage Assessment as received, with a second by Vice President Heimlich. (3 – Favor, 0- Against) Vote: Unanimous.

Member Diener made a motion to accept the 2017 Ditch Repay Report as received, with a second by Vice President Heimlich. (3 – Favor, 0- Against) Vote: Unanimous.

 

DITCHES IN NEED OF MAINTENANCE MODIFICATION

Surveyor Ward explained to the Board that there are some ditches that are need of Maintenance Modification and he will be bringing those to the Board over the next few meetings to get things started. Ditches mentioned were as follows:

PETITION FOR MAINTENANCE – C.M. MERTZ #2 #562

This petition was carried by Ryan Layer. There are approximately 633 acres in the watershed, approximately 92 of those acres have signed the petition (approximately 15%). There was a motion by Vice President John Heimlich to accept the Petition for Maintenance on the C.M. Mertz #2 #562, with a second by Member David Diener. (3 – Favor, 0- Against) Vote: Unanimous.

 

RECONSTRUCTION BILLING FOR T.J. WOLTZ #603

Surveyor Ward updated the Board on the T.J. Woltz reconstruction billing. Those bills should go out Tuesday or Wednesday this week and the first installment is due November 13, 2017.

DICUSSION

Surveyor Ward mentioned to the Board that he and Member David Diener had a discussion last week regarding the possibility of having their own Engineer review the drainage plans within city limits. Instead of the double billing developments. The City is a little bit more restrictive and their using the City’s infrastructure on these projects. There was short discussion as to whether or not they could treat City Drainage reviews like exceptions, if it’s brought to the board with your approval then we can give our approval.

Also, Surveyor Ward explained that he does have a preliminary Drainage Plan to get rid of the pumps for the Northgate Thayer/ Ozinga property so things are moving there.

There being no further business to come before the board, their meeting was adjourned.
