BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, March 20, 2017.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener.  Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

Others present were:

 

Mike Kyburz – White County Highway Dept. J.D. Smith- White County Highway Dept.

Sharon Watson – S.W.C.D. Mark Wright – S.W.C.D.

 

President Burton called the meeting to order.

MINUTES

  • Vice President Heimlich made a motion to approve the minutes as presented for the regular meeting held on March 6, 2017, seconded by Board Member Diener.

MAINTENANCE MODIFICATION HEARINGS

August Bernhardt Tile Drain # 506

There are 557.000 acres in the water shed. Currently the General Drain Improvement-Maintenance Repayable Fund is in debt $-2,749.10 for past maintenance. The current rate is $0.60 acre with a $5.00 minimum. The proposed revised assessment for periodic maintenance of the drain is $3.00 per acre with a $10.00 minimum.  If approved the yearly collection of $337.00 will be increased to $1671.00.  There was no remonstrances received in regards to this request.

ADOPTION OF MAINTENANCE MODIFICATION FOR AUGUST BERNHARDT TILE DRAIN #506

I.C. § 36-9-27-42

THE WHITE COUNTY DRAINAGE BOARD HAVING HEARD AND CONSIDERED ALL THE EVIDENCE AND ANY OBJECTION SUBMITTED IN THESE PROCEEDINGS, THE CHAIRMAN WOULD NOW CONSIDER A MOTION FINDING THAT THE CURRENT ESTIMATE OF MAINTAINING THE AUGUST BERNHARDT TILE DRAIN #506 IS INSUFFICIENT AND THAT THE ANNUAL ASSESSMENTS FOR PERIODIC MAINTENANCE OF SAID DRAIN SHOULD BE INCREASED AS PROPOSED IN THESE PROCEEDINGS.

THE WHITE COUNTY DRAINAGE BOARD BY A VOTE OF ____3____ IN FAVOR AND _____0____ OPPOSED NOW HEREBY ADOPTS THE SCHEDULE OF ASSESSMENTS AS ORIGINALLY FILED HEREIN (OR AS AMENDED).  THE WHITE COUNTY DRAINAGE BOARD ISSUES ITS WRITTEN FINDINS AND ORDER DECLARING THE PROPOSED MAINTENANCE MODIFICATION SCHEDULE IN THESE PROCEEDINGS ESTABLISHED, A COPY OF WHICH WILL BE MAILED TO ALL OWNERS AFFECTED.

 

S.B. WEAVER TILE DRAIN #599

There are 258.126 acres in the water shed. Currently the General Drain Improvement-Maintenance Repayable Fund is in debt $-4151.82 for past maintenance. The current rate is $2.00 acre with a $5.00 minimum. The proposed revised assessment for periodic maintenance of the drain is $5.00 per acre with a $10.00 minimum.  If approved the yearly collection of $523.67 will be increased to $1310.87.  There were three letters returned by the U.S.P.S. that were addressed to Jackie Meents, 6321 E 100 N, Monticello, IN, 47960.  Labels from U.S.P.S. show “return to sender, temporarily away, unable to forward”.

PETITION FOR MAINTENANCE

Edwin Cochell # 523

Surveyor Ward explained that the Petition for Maintenance was carried by Joel Putt and that two land owners or approximately 45% of the watershed had signed the petition. This drain is approximately 1 ¼ miles long.

Vice President Heimlich made a motion that the board accept the Petition for Maintenance on the Edwin Cochell #523, with a second from Board Member Diener.  Vote: Unanimous (3 – Favor, 0 – Against)

There being no further business to come before the board, their meeting was adjourned.
