BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, April 17, 2017.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener.  Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

Others present were:

Mike Kyburz – White Co. Highway Superintendent J.D. Smith – White Co. Highway

Sharon Watson – S.W.C.D. Fred Shidler – Pine View Golf Course

Faith Willoughby – Town of Chalmers

 

President Burton called the meeting to order.

MINUTES

  • Vice President Heimlich made a motion to approve the minutes as presented for the regular meeting held on April 3, 2017, seconded by Board Member Diener.

DISCUSSION

TOWN OF CHALMERS

Surveyor Ward explained that a representative with the Town of Chalmers had been in the office and explained that they’re having ponding issues on the East side of Town.  Faith Willoughby, Town Manager of Chalmers explained that they’re going to be applying for a Community Crossings grant in hopes to receive money to repair Second Street to Chestnut Street and they’re not wanting the road to erode away if they’ve just fixed it.  Mrs. Willoughby then advised that on the new walking path at the park there is a catch basin that is missing a covering over the top of it.  Without the covering there is about a six foot drop into the basin and she’s concerned someone may get injured.

ARN WOODCOCK

Surveyor Ward explained that Arn Woodcock has been in contact with the Surveyor’s Office in regards to water problems in the area of East Shafer and 500 N.  Surveyor Ward said that they’ve been out to look at the area of Mr. Woodcock’s concern and couldn’t locate issues with the county tile in the area.  Mr. Woodcock was asked to attend today’s meeting, but wasn’t present.

DRAINAGE REVIEW

MARK LEAR

Surveyor Ward explained that Mark and Coty Lear are asking for a Drainage Waiver for a Confined Feeding Operation.  They’re going to be locating it approximately ½ mile south of the North county line on 700 W.  Mark Lear explained that they’re going to be two 2400 head barns.  They’ve pattern tiled every 50’ around there.  The Lear’s own all the property around this location.  The nearest land owner that is different is approximately ¼ mile away.  Mike Kyburz, White County Highway Superintendent advised Mr. Lear that he would need to get with his office and obtain a driveway permit and work on route of travel for the semis.  Board Member Diener made a motion to grant a waiver to the White County Drainage Ordinance contingent on IDEM’s permitting and a copy of the site plan that was submitted to IDEM be brought to the Surveyor’s Office, seconded by Vice President Heimlich.

Vote: Unanimous (3 – Favor, 0 – Against)

OTHER BUSINESS

Fred Shidler was requesting what he’s going to have to do drainage wise for their development on the property to the East of the golf course.  They’re considering subdividing that property out and putting approximately 15-20 homes on the property.  Mr. Shidler was advised that the Area Plan and the Surveyor Departments would be able to help him out with that process.

There being no further business to come before the board, their meeting was adjourned.
