BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, April 17, 2017.  The meeting was held at the White County Building, 2nd floor Commissioners’ Conference Room beginning at 8:00 a.m.

 

Commissioners present were:  President John C. Heimlich, Vice President Steve Burton and Commissioner David Diener.  Also present was White County Auditor Gayle Rogers, White County Attorney George Loy and the Commissioners’ Assistant Donya Tirpak.

 

Commissioner Heimlich called the meeting to order.

 

MINUTES

  • Commissioner Burton made a motion to approve the minutes from the regular meeting held on April 3, 2017, seconded by Commissioner Diener.  Vote:  Unanimous

 

PAYROLL

  • Commissioner Diener made a motion to approve the payroll for April 17, 2017, seconded by Commissioner Burton.  Vote:  Unanimous

 

CLAIMS

  • Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton.  Vote:  Unanimous

 

RECYCLING DEPT. – NEW VEHICLE

Director Dawn Girard said that she requested quotes for a new truck that had the minimum of a ¾ ton truck, crew cab and 4WD.

 

Quotes were received from the following:

 

Gutwein Motor, Monon $34,078

Bob Poynter CDJR, Columbus $36,469 (State Bid)

Hubbard GM Center, Monticello $38,791

 

Commissioner Burton suggested that she upgrade her specifications and request prices for a diesel and a back-up camera as well.

 

Director Girard said that she only has $30,000 in her budget, but she does have grant money from the Solid Waste District that she can use.  She will present new quotes at the next meeting.

 

EMA – GRANTS

Director Roberta Yerk presented two grants that she applied for and was awarded from the Indiana Department of Homeland Security.

 

1.  $10,600 Purchase 8 monitors for the Emergency Control Center.  The monitors will be stored at the new Fire Department on 6th Street.

 

2.  $19,696 Purchase an Activpanel Screen, Mobile Stand, and white board wall panels for

the Emergency Control Center.  This equipment will also be stored at the new Fire

Department on 6th Street.

 

Director Yerk requested permission to accept the grants.

 

  • Commissioner Diener made a motion to accept the grants from the Indiana Department of Homeland Security as presented, seconded by Commissioner Burton.  Vote:  Unanimous

AREA PLAN

Director Colin Betts presented the following rezoning request:

 

Rezone Petition #1058

Fred Shidler, Owner of Pine View Golf Course, is requesting to rezone property located at 5496 E. Norway Road from a B-2 (General Business District) to an R-1 (Single Family Residential District).

 

The Area Plan Commission held a public hearing on April 10, 2017, and there were no objections.  At that time, the APC voted 7 Yes and 0 No to recommend this rezoning request to the Commissioners.

 

Commissioner Heimlich asked if there was anyone present to speak about this request.  No response.

 

  • Commissioner Diener made a motion to approve Rezone Petition #1058 (Ordinance No. 17-04-17-01), for property located at 5496 E. Norway Road, seconded by Commissioner Burton.  Vote:  Unanimous

 

Vacation of Platted Lots

Director Betts informed the commissioners that the petition that they filed with the APC to vacate Lots 5A, 6A & 7A in O’Connor’s Boulevard Addition, has been approved.

At this time, Council President Butch Kramer called the council members to order in joint session with the commissioners.  Council members present were:

ECONOMIC DEVELOPMENT

President Randy Mitchell presented the Business Summary for April 2017.

 

Mr. Mitchell detailed his activities that took place when he hosted the Chinese delegates from Funing County, China.

 

Inquiries on the Mid America Commerce Park continue to come in strong for the month.  The unemployment rate for White County is 4.8%.

 

AREA PLAN

Director Betts reported 28 building permits were issued in March; five were issued for new homes.

 

COUNCIL ON AGING

Director Gale Spry presented the quarterly report for Council on Aging.

 

The number of trips that they made this first quarter has considerable increased 526 more than 2016’s first quarter.  Director Spry is celebrating her 30th Anniversary with Council on Aging and things are going very well.

 

ENVIRONMENTAL

Environmental Officer Jim Reynolds presented the Environmental Report for April.

 

 

HIGHWAY DEPT.

Highway Superintendent Kyburz said the second half of the money from the Community Crossings will be used to pave 300 E., from Hwy 24 to Hwy 18.

 

REMINGTON-WOLCOTT COMMUNITY DEVELOPMENT CORPORATION

Sarah DeYoung, Executive Director, said that the new Medical Clinic in Wolcott is doing very well.  She is hearing a lot of positive feedback from people in Wolcott on the new revitalization that was done a couple of years ago.  She also thanked the county for supporting the new county counselor for the schools.

 

The commissioners said that the RWCDC is making an impact to the county and thanked them for their dedication and passion for the communities.

 

There being no further business to come before the joint meeting, the council members adjourned to their own meeting room.
