BE IT REMEMBERED, that the White County Drainage Board held a regular meeting on Monday, June 19, 2017.  The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m.

Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener.  Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

Others present were:

J.D. Smith – WCHD Sharon Watson- SWCD

Mark Wright-SWCD Chris Wiseman – Cripe Engineering

Frank Arthur- Monticello City Street Dept. Mayor Ken Houston – City of Monticello

Rod Pool – Monticello Water Dept. Colin Betts – White County Area Plan


President Burton called the meeting to order.


Vice President John Heimlich made a motion to approve the minutes as presented for the regular meeting held on June 5, 2017, seconded by Board Member David Diener.

Vote: Unanimous


Surveyor Ward explained that Phil Hunt is wanting to relocate the HAB Moorhous tile around his property for future development.  It is approximately 300-400 feet of tile that is affected and will be entirely at the cost of the landowner.  Land Owners affected will need to be contact with the reason and the specifics of the project.  Surveyor Ward will contact Phil Hunt with the date of the meeting.



Surveyor Ward provided information he had received in regards to this subdivision.  Chris Wiseman with Cripe Engineering spoke on behalf of the project.  Village Walk Subdivision is going to be a 13 lots with single-family residences.  There was short question and answer between the City Departments and Chris Wiseman in regards to what is already in place and what will be added to the location.  Jason Miller with Randall Miller and Associates has reviewed the project and advised that temporary approval is okay.  Mayor Houston stated that Adam Downey with the Monticello Water Department has also said that a provisional approval is okay with him as well.  Board Member Diener made a motion that Approval be given contingent on Miller and Associates final approval, with a second from Vice President Heimlich.

Vote Unanimous.  (3-Favor, 0- against)







There was short discussion on the next steps would be with the tile and the new County Highway Department.  There was short discussion on how notices should be sent out as well as if any of the existing tile would be used.



Surveyor Ward has a SEA meeting June 22 here at the Courthouse on the Fern McKillip.

There is an Indian Creek meeting June 28.

Mr. Richard Weidner who resides at 2803 S. Airport Rd, Monticello, spoke in regards to drainage issues in his subdivision.  Surveyor Ward will look into the issue.

There being no further business to come before the board, their meeting was adjourned.
