BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, February 5, 2018, in the White County Building, 2nd -floor Commissioners’ Conference Room, beginning at 8:00 a.m.

Commissioners present were: President John C. Heimlich, Vice President Steve Burton, and Commissioner David Diener. Also present was White County Attorney George Loy, White County Auditor Gayle Rogers, and the Commissioners’ Assistant Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

· Commissioner Burton made a motion to approve the minutes of the regular meeting held on January 16, 2018, and the minutes of the Executive Session held on January 16, 2018, seconded by Commissioner Diener. Vote: Unanimous

PAYROLL

· Commissioner Diener made a motion to approve payroll for January 29, 2018, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

· Commissioner Diener made a motion to approve and pay the claims as presented, seconded by Commissioner Burton. Vote: Unanimous

BRIDGE #95

Highway Superintendent Mike Kyburz reminded the commissioners that a contract has already been approved with HWC Engineering for the rehabilitation of White County Bridge No. 95 on CR 300 East over Little Monon Creek. The state awarded $1,004,000 for the project. This bridge was going to be the guinea pig with the state’s buy-out program. The state is now saying that they don’t have the funds for the buy-out program, so now we have to go back to the 80/20 federal-aid funds.

Superintendent Kyburz presented new contracts from HWC Engineering and INDOT. The engineering contract from HWC Engineering is for $244,660, and the INDOT contract will reimburse the county 80% of the engineering cost, up to $195,728.

Jacob Isenberg, HWC Engineering, was available to answer any questions.

· Commissioner Burton made a motion to approve and enter the LPA- Consulting Contract between the County and HWC Engineering and the INDOT -LPA Project Coordination Contract for federal-aid funds for WC Bridge No. 95, seconded by Commissioner Diener. Vote: Unanimous

BRIDGE #171

Highway Superintendent Kyburz said that the rehabilitation of WC Bridge No. 171 on CR 300 S, over Hoagland Ditch, will be done with local funds. HWC Engineering has done all the engineering, surveys and even advertised for the request of proposals for the construction work. Bid proposals were due last week, and they are to be accepted today.

White County Attorney Loy announced that three bids were received from the following:

1. Yates Construction, Inc., Kentland $898,297.40

2. LaPorte Construction, LaPorte $978,557.50

3. Duncan Robertson, Inc., Franklin $671,864.41

Mr. Isenberg, HWC, said that the cost estimate is $765,000.

At this time, the commissioners took the bids under advisement and will award at the next meeting.

· Commissioner Diener made a motion to approve the 2019 County Calendar as presented, seconded by Commissioner Burton. Vote: Unanimous

LIBRARY APPOINTMENT

· Commissioner Diener made a motion to appoint Frank Walker to serve on the Monticello – Union Township Public Library board with a term expiring December 31, 2021, seconded by Commissioner Burton. Vote: Unanimous

METRONET

Dave Strange, Enterprise Sales Engineer, and Barton Saunders, Carrier Sales Manager, said that they are getting ready to submit permits and move forward with the signed contract and change order for the new voice and data system.

Commissioner Heimlich said that they were concerned about the project since our representative is no longer with the company.

Barton Saunders said that he would be the new representative and all questions need to be directed to him. They are in the process of getting all the permits and contractors needed to lay the fiber. He will be holding weekly conference calls with IT Director Eric Storm and his team as the project moves along.

Commissioner Diener asked how long the project will take to be completed. Mr. Strange said that they are anticipating 90 days.

NEW HIGHWAY GARAGE – CHANGE ORDER

Commissioner Heimlich presented a change order from American Structurepoint for additional engineering work for the wetlands that was found on the property where the new Highway Garage is going to be built.

A breakdown of the additional cost is as follows:

1. Mitigation $38,000

2. Civil $20,000

3. Structural $ 8,000

4. MEP $ 6,000

5. Architecture/Project Management $10,000

Total $82,000

· Commissioner Diener made a motion to approve the change order for $82,000 from American Structurepoint, seconded by Commissioner Burton. Vote: Unanimous

There being no further business to come before the board, the commissioners adjourned their meeting.
