SPECIAL COUNCIL MINUTES

BE IT REMEMBERED that a special meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on January 16, 2018 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Butch Kramer called the Council meeting to order in joint session with the Commissioners.

HIGHLIGHTS OF JOINT SESSION:

White County Economic Development (WCED) President Randy Mitchell said 2017 brought 228 new jobs to White County along with $88 million in investments. He said WCED is no longer responding to new building leads for the Mid-America Commerce Park because they are currently in quite promising negotiations with someone for the building.

White County Area Plan (AP) Director Colin Betts reported there were 383 permits issued in 2017 compared to 351 in 2016. There was a 10% increase in fees which totaled

$54,000. There was a 30% increase in inspections, and the number of construction projects in flood plains jumped in 2017.

Area Plan had a site visit from the State, which happens about every five years. Director Betts said the State suggested the Office have better "standard procedures."

The AP Inspector and Assessor will be able to access the new, improved software in the field. There will eventually be training open to the public on this.

White County Highway Department Superintendent Mike Kyburz is working on bids for Community Crossing projects and 2018 roadwork.

Commissioner President John Heimlich said Superintendent Kyburz is also working with County Attorney George Loy to expand the highway inventory list to include roads that were built to County specifications, but never entered into County inventory. Many of these are roads in subdivisions throughout the County. Superintendent Kyburz said it is illegal to use Motor Vehicle Highway (MVH) money to maintain and plow roads that are not in the inventory. He said this amounts to approximately thi1iy miles of roads that are not in the State calculation for MVH funding.

White County Recycling Director Dawn Girard said she spent the 2017 Northwest Indiana Solid Waste District $32,000 grant money on a 2017 F250 pickup, a 2018 F250 pickup, repair work on the horizontal baler, and miscellaneous trailer supplies.

She said White County community service hours doubled to 67 ½ hours from 2016.

Carroll County did not supply any hours of work, and Tippecanoe County supplied 40 hours of community service. Overall savings in Recycling wages for 2017 was $2,246.21 from the previous year.

Director Girard said gas usage was down by 1,500.73 gallons from 2016 because of combining runs and making trips to town two days a week (at the most) instead of four.

Replacing a 2005 unleaded gas pickup with a 2017 Diesel pickup in July also helped.

Tipping fees and recycling receipts put into the Solid Waste operating fund totaled

$4,806,427.75. In-State tonnage for 2017 was 292,848, and the Out-of-State tonnage was 959,817. Collection revenues were up $45,544.86 compared to 2016.

Director Girard said although the Center collected 21.8515 tons of glass, it does not bring in any money. It actually cost them $154.13 in 2017 to recycle the glass, but that is not bad when you consider it keeps it out of the Landfill.

Building rental was $26,400.

White County Communications/E91 l Director Terri Brooks said that since the Monon tower is finally running correctly, discussions have begun for getting a tower to help other areas in the County that have little to no coverage.

Director Brooks said she encourages the E911 dispatchers to do their best to answer 911 calls on the first ring. She said that is impossible when there are multiple people calling about the same emergency, but for the most part they do an awesome job. She showed a chart for last year detailing the percentage of the time calls were answered within 10, 15, 20, 40, 60 and 120 seconds. Of the 11,169 emergency calls in 2017, 99.45% were answered within 10 seconds.

None of the calls reached 40 seconds.

Locating where cell phone calls originate is getting easier.

White County Environmental Officer James Reynolds said he had Tm Narc Analyzer training.

He said the attorney for Park View Motel (destroyed by fire on June 22, 2017) said their goal is to have what remains of the motel cleaned up in 90 days.

White County Council on Aging Director Gale Spry said they had 14,602 passenger boardings in 2017. Operating expenses for the transit system totaled $280,180.

Director Spry said the Department will be getting two more vans. They are currently having new windows put in the building. The City of Monticello is paying for the windows, and Council on Aging is paying for the labor.

White County Board of Aviation Commissioners (WCBOAC) Representative Maury Waymouth said CHA Consulting will need to do a flyover to determine which trees need to be topped, trimmed, or taken out. The Federal Aviation Administration will reimburse for tree loss.

White County Councilor Art Anderson made a motion to amend his motion from a special joint meeting on January 2, 2018 so that CHA Consulting can move forward with its environmental study for the Luse Road replacement. Councilor Dennis Cm1er seconded the motion. Vote: Unanimous

Ivy Tech's Monticello Site Director Judy Doppelfeld said she made what was a very difficult decision to move from Monticello to a job opportunity as Registrar for the Lafayette Ivy Tech campus. She introduced Patty Plantenga who will be taking Judy"s place as Director in Monticello. February 1, 2018 is the 10th Anniversary for Ivy Tech in Monticello.

Treasurer Jill Guingrich asked for Commissioners' approval to continue the contract with Worrell, which has been sending out White County property tax bills for almost 15 years. She said last year White County was the first County with Worrell to get tax bills sent. White County had everything ready for them to be able to get that accomplished.

Commissioner Steve Burton made a motion to approve the contract with Worrell.

ADDITIONAL APPROPRIATIONS & 2018 SALARY AMENDMENT 1

Auditor Rogers said she missed that Officer Riley receives Holiday Pay. Also, the additional amount for three part-time Addiction Counselors instead of one full-time Counselor was approved after budget approval. Now it must be put into the budget for 2018.

Community Corrections Director Alice Livesay said there is money in the budget for overtime pay, but now that they have three Officers during the day, the overtime pay is rarely used.

Councilor Clear made a motion to appropriate $51,863.00 from the Community Corrections State Fund #2301 and amend the 2018 Salary Ordinance for Officer Riley and the three Addiction Counselors. Councilor Annis seconded the motion. Vote: Unanimous

TRANSFERS

See attached transfers that were received.

Auditor Rogers said there was nothing unusual in the transfers; just being sure there were no negative line items. President Kramer said everything balanced except Reassessment, which appears to have $1,000 more. Auditor Rogers said it was a clerical error where she typed in

$1,500 instead of the approved $2,500 and that caused the matrix to be off from the salary ordinance.

Councilor Jim Annis asked about the $220,000 transfer. Auditor Rogers said incremental TIF taxes are deposited into a holding fund at settlement and are then transferred with the 80/20 split to the TIF fund for bond payments and to the Redevelopment Commission fund respectively.

Councilor Annis made a motion to approve the above transfers. Councilor Anderson seconded the motion. Vote: Unanimous

COMMUNITY CORRECTIONS NEW EMPLOYEE

Community Corrections Director Livesay said she has found a replacement for the Case Manager Administrative Assistant who left in October of 2017. Director Livesay has been doing double duty since then. The replacement has a Bachelor's Degree and more skills than the previous employee who was to make $41,000 in 2018. The Director requested the new employee be paid $36,000 (which is $465.00 higher than the base amount on the matrix for the position). Community Corrections Advisory Board President Robert Guy, Chief Probation Officer Melinda Provo, and Director Livesay came up with the amount and the Board agreed.

Councilor Anderson, a member of the Advisory Board, said he did not know the amount was above the base when he voted to approve the amount at the board meeting. He said after all the years of time and work on the matrix, he believes she should start at the base salary. Other Councilors agreed. Director Livesay said they decided this person deserved a little more because she has the background in case management along with knowledge of the job. Not everyone has the knowledge. The last person had no knowledge of the job when hired and was making considerably more, necessitating Director Livesay to constantly correct her mistakes. She said the new employee would accept the base salary, however. Councilor Jim Annis asked if the Board's decision supersedes the Council's as is the case with some other Boards. Council President Kramer discussed with County Attorney Loy who confirmed the Advisory Board can only recommend. Council has the final determination.

Councilor Anderson complimented Director Livesay for her work at Community Corrections, saying she does a good job.

Councilor Crabb made a motion to hire the new Case Manager Administrative Assistant at the matrix base salary of $35,535 and, if she does well, an adjustment can be made at budget time. Councilor Carier seconded the motion. Vote: Unanimous

WHITE COUNTY ASSESSOR PART-TIME EMPLOYEE WAGE

Council President Kramer said Assessor Lisa Downey wants to have Aslyn Reader, who was replaced recently, continue working one day per week to train her replacement (and possibly do other work as well) for up to a year at $18.40/hr., the rate she was making when she left.

Auditor Rogers said Assessor Downey left work this morning feeling ill, and that's why she was not at the Council meeting. Auditor Rogers said Ms. Reader would have the same knowledge as part-time as she did as full-time, and also did do the field work for mobile homes. The part-time pay range for 2018 is $11.55 - $14.20 per hour. Auditor Rogers said she won't be getting any benefits as part-time and will not be working many hours. She said others do get paid more than the standard rate (e.g. Georgeanne Kelley & Judy Booze). She said if she had needed Mr. Heiny to help after he left, she would have wanted him at the rate he was making. Councilor Annis said the high end of part-time pay is $14.20. Auditor Rogers said to be consistent, Council has hired

experienced employees at the higher rate. Ms. Reader will also be paid the additional $500 level II certification. Councilor Anderson said he thought this new person was coming in with lots of knowledge and ready to go and should not need a lot of training.

Councilor Clear made a motion to pay Ms. Reader $14.20 an hour plus certification pay. Councilor Anderson seconded the motion. Vote: Unanimous

PAYROLL REQUESTS

Council President Kramer said he has several payroll requests: one from the Courts for Interpreters at $25.00 per case, which has already been approved by the Court and Commissioners; the Sheriff has a request for the new Court Security Officer position at $15.00 per hour, which is less than the Deputy rates; the Assessor request for Mallory Bennett that was approved last month at $32,790; Emergency 911 Department has a request for Cominey Harmon, who has moved into a full-time dispatcher position, for $34,912; the Highway Department has two people simply changing positions from truck driver to laborer and vice versa at their current rate of $18.15/hr. for each position.

2017 ENCUMBRANCES

Most encumbrances are payroll (which is typical). Other than payroll, E91 l would like to encumber $1,171.00 for lockers in the equipment room and $10,769.39 for the 911 phone system. The Assessor wants to encumber $5,000 to pay the last reassessment invoice. Area Plan wants to encumber $38,000 for building permit software, $8,409.60 for the software annual subscription, and $4,000 for the implementation. Area Plan's encumbrance comes out of the

$100,000 set aside in the Landfill line item for this project.

Councilor Clear made a motion to approve the encumbrances. Councilor Anderson seconded the motion. Vote: Unanimous

2018 COUNCIL BOARD APPOINTMENTS

Council President Kramer said, based on Council Secretary Nydegger's notes, Art Morgan and Valerie Carson have agreed to serve on the Monticello-Union Township Public Library Board again for the next four years. Jennifer Becker will stay on the Property Tax Assessment Board of Appeals (PTABOA). Council President Kramer said there is still a need for a Democratic Paiiy appointee for PTABOA. Councilor Clear suggested Gerald Cartmell, and Council thought he would be good candidate. Councilor Clear said he would get in touch with him. Both Gary Hendryx and Mark Howard will stay on the Redevelopment Commission.

Those staying on the Tax Abatement Board are Randy Mitchell (representing Economic Development), Libby Billue (representing White County), Clark Gick (representing Chalmers), Andy Harmon (representing Monticello), Larry Wiley (representing Wolcott). Secretary Nydegger is still waiting confirmation about who will represent Brookston and Monon.

Councilor Davis sent an email to Council President Kramer and Auditor Rogers stating he is willing to continue serving on the Kankakee-Iroquois Regional Planning Board and as needed on the Solid Waste Management Board. Councilor Annis will stay on the White County Area Plan Commission. Councilor Carter will continue on the Wabash Valley Board and the Innkeepers Tax Commission. Councilor Anderson agreed to continue on the Community Corrections Advisory Board and White County Job Description Committee. Councilor Crabb will stay on the Economic Development Board and White County Job Description Committee. Councilor Clear is willing to continue on the Emergency 911 Board, the Emergency Management Advisory

Board, and the Job Description Committee. Council President Kramer will serve on the Solid Waste Management, Data Processing Board, Board of Finance, and Common Construction Wage Committee as needed.

Councilor Anderson made a motion to approve all the above appointments with exception of the Democratic Party appointee for PTABOA and the Tax Abatement Board appointments for Brookston and Monon. Councilor Annis seconded the motion. Vote: Unanimous
