BE IT REMEMBERED, that the White County Drainage Board held a special meeting on Tuesday, January 2, 2018. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.


President Burton called the meeting to order.


· Vice President Heimlich made a motion to approve the minutes as presented for the regular meeting held on December 28, 2017, seconded by Board Member Diener.

Vote: Unanimous

REORGANIZATION – White County Drainage Board

Board Member Diener made a motion to keep the same Board appointments as 2017; with a second from Vice President Heimlich. Vote: (3 – Favor, 0- Oppose)

President: Steve Burton

Vice President: John Heimlich

Board Member: David Diener

Attorney: George Loy

Board Secretary: Jennifer Hill


Board Member Diener made a motion to retain the same appointments to the Big Monon, Indian Creek and F. Miller Boards; with a second from Vice President Heimlich. Vote: Unanimous (3- Favor, 0 – Oppose)


Bids were received for Maintenance work on the following:

L R Excavating

J.C. Vanatta #656 $16,500.00

Big Pine #654 $9,375.00

P.L. Bush # 517 $43,750.00

Total $69,625.00

There was a motion from Board Member Diener to accept the Bid(s) from L R Excavating; with a second from Vice President Heimlich. Vote: (2- Favor, 0 – Oppose, 1- Abstain)

Waive Rights- Frank Nesius

Surveyor Ward presented a letter from Jasper County requesting that White County waive their rights to establish a maintenance fund on the Frank Nesius Ditch. This ditch is located in Jasper County, however, White County has 4 tracts with 3 landowners (approx. 104 acres) that drain into it. President Burton request this item be tabled until the January 16, 2018 meeting, that he wanted to make a phone call to Jasper County.


2018 Spray Project

Surveyor Ward distributed a list of the ditches that will be sprayed in the 2018 Spraying Project. The Office hopes to get the invitations out for bid end of January beginning of February.


Drainage Exemption- Liberty Arms

Surveyor Ward explained that he had received the legal agreement from Jeffrey Haw the Engineer on the project. After short discussion Attorney Loy advised that the document will need to be reviewed, it’s not currently sufficient to be recorded. Sharon Watson with Soil & Water also advised that she hadn’t received anything in regards to the Rule 5 Water Pollution Prevention Plan. This item will be tabled to the January 16, 2018 Drainage Board Meeting.
