BE IT REMEMBERED, that the White County Drainage Board held a meeting on Tuesday, January 16, 2018. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.


President Burton called the meeting to order.


· Vice President Heimlich made a motion to approve the minutes as presented for the regular meeting held on January 2, 2018, seconded by Board Member Diener.

Vote: Unanimous

FRANK NESIUS #623 – Waiver of Rights to Jasper County

Surveyor Ward explained we have a request from Jasper County to waive our rights as representing the county. This is to set up a Maintenance Fund for that drain. There is 104.8 acres assessed for White County. Board Member Diener made a motion to waive our rights; seconded by Vice President Heimlich. Vote: (3 – Favor, 0- Oppose)


Surveyor Ward explained that he has received a document in regards to the Drainage Exception for Liberty Arms. Attorney Loy commented that he would have to look over the document. Sharon Watson with White County Soil and Water explained that IDEM is not requiring a retention pond and that IDEM is more worried about quality instead of quantity. We did ask for a SWIP plan but haven’t received anything. Attorney Loy asked them to move ahead with the agenda and come back to this and he would check over the document. There was a motion made by Board Member Diener to grant Liberty Arms the Drainage Exemption by recording the document provided; with a second from Vice President Heimlich. Vote: (3 – Favor, 0- Oppose)

2018 Ditch Billing List

Surveyor Ward explained this is the list that will be going to the Auditor’s Office. We will be collecting on approximately half of the ditches.


2018 Ditch Billing Transfer List

Surveyor Ward presented the board with copies of the Ditch Billing Transfer List. This is what will be transferred from the Maintenance Fund to the General Drain Improvement Fund. There was a motion by Board Member Diener to accept the Ditch Billing Transfer List; with a second from Vice President Heimlich. Vote: (3 – Favor, 0- Oppose)

Other Business

The White County portion of work on Indian Creek has all been started.


Deb Hendrickson was also present. She inquired about the white flags in West Point Township on 700 S from 300 W on West on the east side of the road which is near her farm. She stated that the white flags were at the culverts and she was just curious as to what was going to occur. After short discussion it was decided that Surveyor Ward and County Highway Superintendent Mike Kyburz would check into the matter and see what he could find.


There being no further business to come before the board, the meeting was adjourned.
