APC MEETING – January 8, 2018

The White County Area Plan Commission met Tuesday January 8, 2018, at 6:00 p.m. in the Commissioners’ Meeting Room, Second Floor, County Building, Monticello, Indiana.

Board Members Present: Charles Anderson, James Annis, Rodger Brouwer, Abbey Gross, Richard Lynn, Doug Pepple, Stacy Selagy, Mike Smolek, Dennis Sterrett, & Brad Ward.

Planning Department Representatives: Colin Betts, Executive Director; Tina M. Tiede, APC Secretary; and Mackenzie Martin for Abigail Diener (Attorney)

Registered visitors were: There were no registered visitors

The meeting was called to order by APC President Charlie Anderson.

Approval of The Minutes: There was a motion by Doug Pepple and a second by Abbey Gross to approve the meeting minutes of the 11/13/17 APC Regular Meeting & the 11/30/17 APC Executive Session Meeting. Approved unanimously, so moved.

OPENING BUSINESS:

1) Appoint 2018 APC Officers - Current officers include: President-Charles Anderson, Vice-President-Michael Smolek; Secretary-Tina Tiede. Doug Pepple made a motion to re-appoint the existing officers for the 2018 calendar year. Denny Sterrett seconded the motion and by show of hands, approved unanimously.

2) Appoint Area Plan Executive Director – Currently: Colin Betts. Mike Smolek nominated Colin Betts as the 2018 Area Plan Executive Director, with a second from Doug Pepple. Approved unanimously, so moved.

3) New Board Member – Charlie Anderson introduced the new APC Board Member, Stacy Selagy, appointed by the Monon Town Board on December 27, 2017. Stacy will replace Dave Stimmel.

4) Annual Report – The White County Building & Planning Dept. will distribute the 2017 Annual Report. Colin Betts presented the Annual Report to the APC Board in full.

5) Consideration of Office Administrator/Communications Coordinator Position – Colin Betts discussed the possibility of adding an additional position to the Building & Planning Department. A new position would require approval from the Area Plan Commission, the County Commissioners, and the County Employee Committee. This position would include the responsibilities of the current Administrative Assistant position, in addition to managing office workflow, and structuring/overseeing communication and outreach initiatives. There are many departmental functions such as land use, floodplains, & permitting that the community has limited knowledge of and we will begin implementation of the new building permit software that includes an online citizen portal very soon. The objective is to provide training sessions, a social media presence, & workshops to help instruct the community, provide better transparency and minimize potential conflicts.

CONTINUED…#A53 – Storage/Shipping Containers: CH 4 USE CLASSIFICATIONS AND PROVISIONS – 4.4 TEMPORARY USES; 4.4.1 General provisions, CH 8 PARKING AND LOADIND STANDARDS; 8.7 PARKING AND STORAGE OF CERTAIN VEHICLES: 8.7.3 Temporary/Portable Storage Units, & APP A Official Schedule of Uses - The purpose of this amendment is to update Appendix A, Official Schedule of Uses, to allow portable storage (shipping) containers as a permitted use in industrial zoning districts.

After little discussion, Mike Smolek made a motion to accept the amendment as written, with a second from Abbey Gross. Approved unanimously, so moved.

There being no further business, Abbey Gross made a motion to adjourn the meeting, with a second from Doug Pepple. President Anderson called the meeting adjourned at p.m.
