BE IT REMEMBERED, that the White County Drainage Board held a meeting on Monday, July 2, 2018. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: Vice President John Heimlich and Board Member Dave Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

 

Vice President Heimlich called the meeting to order.

MINUTES

· Board Member Diener made a motion to approve the minutes as presented for the regular meeting held on June 18, 2018, seconded by Vice President John Heimlich.

Vote: Unanimous (2 – Favor, 0 – Oppose)

OPEN BIDS/QUOTES

William Hancock # 540

Bids/Quotes were opened by Attorney George Loy in regards to the William Hancock #540. The work was to dredge and level, there is very little brush to be taken off. Bids/Quotes were as follows:

Gutwein Bulldozing & Excavating $10,900.00

Johns Brothers Excavating $10,500.00

 

There was a motion by Board Member Diener to except the low bid of $10,500.00 from Johns Brothers Excavating, with a second from Vice President Heimlich. Vote: Unanimous (2 – Favor, 0 – Oppose)

 

MAINTENANCE HEARING

Marion Sluyter # 618

Surveyor Ward explained that there was a petition to do Maintenance on the Marion Sluyter #618. There are insufficient funds to do the work. Current rates are $2.00 acre/ $5.00 minimum. We’re proposing that the rates be set at $10.00 acre/ $10.00 minimum for 3 years and then have the rates return to the $2.00 acre/ $5.00 minimum. The floor was opened for public comment regarding this request. Mr. Woodrow Hamm who has lot 11 in Lake Breeze Sub. was complaining that between lot 11 and 12 there is debris and tree roots. He is requesting that be cleaned before the proposed maintenance work is done. Mr. Gary Bunnell then stepped to the podium said that he has no problem with the cleaning along his 7 acres, but he doesn’t believe that the acreage north and south of 775 shouldn’t be assessed the $80.00 if the water is always higher than his land. Mr. Bunnell also request to know what the time frame of the project was. Mr. Marvin Mann has property in the Glenn Arrow/Evergreen Drive area and also spoke on behalf of Beverly Pauley on Evergreen who currently resides in the Nursing Home and can’t speak for herself. He stated that she always has water standing in her yard. After short discussion it was decided that this hearing be continued to the July 16, 2018 White County Drainage Board Meeting so that Surveyor Ward could meet with the landowners that have come forward with issues in the area of this project.

 

PETITION FOR MAINTENANCE

James Carter # 621

This petition is being carried by Scott Weutrich. There is approximately 1475 acres in the watershed. There was a motion by Board Member Diener to accept the Petition for Maintenance on the James Carter #621, with a second by Vice President John Heimlich. Vote: Unanimous (2 – Favor, 0 – Oppose)
