BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on September 17, 2018 for the purpose of discussing the budget and other business that might come before the membership.

Council President Butch Kramer called the Council meeting to order in joint session with the Commissioners. The following members were absent: None

JOINT COUNCIL/COMMISSIONERS MEETING

Councilor Anderson made a motion to enter into a contract with Motorola Solutions at the cost of $497,797 which includes equipment and a twenty-year maintenance agreement for the Emergency 911 communication tower equipment. Councilor Clear seconded the motion.

Vote: Unanimous

Council President Kramer opened the special Council meeting with the Council reciting the Pledge of Allegiance.

Councilor Anderson made a motion to accept the August 6, 2018 budget hearing minutes. Councilor Crabb seconded the motion. Vote: Unanimous

Councilor Annis made a motion to accept the August 20, 2018 minutes. Councilor Davis seconded the motion. Vote: Unanimous

Council President Kramer reported Highway Department Director Kyburz said there was extra money in the Overtime budget he could apply to the lease on their new grader.

Councilor Anderson made a motion to approve the above transfers for the White County Highway Department. Councilor Davis seconded the motion. Vote: Unanimous

Councilor Crabb made a motion to approve the above transfers for the White County Maintenance Department. Councilor Anderson seconded the motion. Vote: Unanimous

 

BOYS & GIRLS CLUB OF WHITE COUNTY

Councilor Anderson said financially supporting the Boys & Girls club would open the door to supporting multiple other organizations. While he would be glad to donate to them personally, he does not feel it is something the County should spend taxpayer money on. Councilor Clear agreed. Auditor Rogers said that would be a Commissioners’ decision. Council President Kramer said it is under the United Way umbrella.

 

2019 WHITE COUNTY BUDGET ADOPTION

This being the second reading of the approved budget, Councilor Clear made a motion to adopt the 2019 White County Budget. Councilor Anderson seconded the motion. Vote: Unanimous

2019 WHITE COUNTY SALARY ORDINANCE ADOPTION

Auditor Rogers updated the ordinance with changes that have been made since the last reading (i.e. new employees).

Councilor Carter made a motion to approve the 2019 White County salary Ordinance 2018-01. Councilor Annis seconded the motion. Vote: Unanimous

 

WHITE COUNTY ECONOMIC DEVELOPMENT ANNUAL RESOLUTION

Councilor Crabb made a motion to approve White County Council Resolution #2018-09-17-01 providing $240,000 to be disbursed from the County Economic Development Income Tax Fund to White County Economic Development to aid in their operations and projects. Councilor Clear seconded the motion. Vote: Unanimous

BOARD MEETING REPORTS

White County Economic Development (WCED) Board: Councilor Crabb said the annual WCED luncheon will be the last Friday in February at the Brandywine Conference Center again. They are considering the topic of cyber security.

 

White County Solid Waste Management: Council President Kramer said they are considering Mindy Gleason, the Education Coordinator who currently works in the office with Carol Stradling, as Ms. Stradling’s replacement.

 

Wabash Valley Board: Councilor Carter said they are working with new CEO Tom Gilliom who had been second in command. Mr. Gilliom travels around updating people on what Wabash Valley does and how the money is spent. If the Council would like to have him speak at a joint Commissioners/Council meeting, Councilor Carter would be glad to invite him.

 

White County Career Coach Position: Councilor Annis said Twin Lakes School Corporation has given him a lot of students to work with, which brings his total to about 90 students throughout the County. Several High School Juniors are included in that number.

 

LOCAL INCOME TAX

Auditor Rogers will advertise the Ordinance to increase the County local income tax from 1% to 2%, if that is what the Council wants to do. If it is adopted in October, it will take effect beginning January of 2019. She said that will help offset the amount that was taken out of the General Fund. Local Income Tax brings in approximately $3 million per year. At 2% it will basically cover the $3.2 million that had to be moved from the general fund. The State front loads income tax so we will see the increase in 2019. In the next budget hearings we should be able to move most, if not all, of the budget items back to the general fund from the Solid Waste Operating Fund that had to be moved for the 2019 calendar year.

 

PAYROLL REQUESTS

Auditor Rogers said Courtney Atkisson took Treavor Cox’s place at the Jail, since Mr. Cox is now a Courthouse Security Guard. Robert Ezra replaced Paul Storm at the Highway Department. Luke Martin replaced William Peck as a Corrections Officer. Joe Rogers replaced Colin Betts as Area Plan Executive Director.

Councilor Clear said IT Director Eric Storm had indicated the IT Department will need more overtime money for its employees while they are updating servers, security for the building, and the new phone system. Councilor Annis mentioned using part-time help. The ensuing discussion brought suggestions such as the Commissioners paying for the additional help and overtime from their CCD fund since that is the fund that will be paying for the building upgrades. Council agreed Director Storm should do what is necessary to get the job done, whether that is part-time, overtime, or both. Council and Commissioners, along with Auditor Rogers, will decide the best avenue for the necessary funding.

 

MISCELLANEOUS

Council President Kramer will be at the 2016/2017 Audit Exit Interview at 10:00 am on Thursday, September 20th, with the State Board of Accounts.

The Ivy Tech Ten-year Anniversary Celebration will be at 3:00 pm on Thursday, September 20th.

The White County Fire Department open house will be at 11:00 am on Thursday, September 27th.

Ball Manufacturing is celebrating their 30th year in Monticello.
