APC MEETING – July 9, 2018

The White County Area Plan Commission met Monday, July 9, 2018, at 6:00 p.m. in the Commissioners’ Meeting Room, Second Floor, County Building, Monticello, Indiana.

Board Members Present: Charles Anderson, James Annis, Rodger Brouwer, Doug Pepple, Stacy Selagy, Dennis Sterrett & Brad Ward. Absent members: Abbey Gross, Richard Lynn & Mike Smolek.

Planning Department Representatives: Colin Betts, Executive Director; Tina M. Tiede, APC Secretary; and Abigail Diener (Attorney)

Registered visitors were: See attached.

The meeting was called to order by APC President Charlie Anderson.

Approval of The Minutes: There was a motion by Doug Pepple and a second by Jim Annis to approve the meeting minutes of the 06/11/18 APC Regular Meeting. Approved unanimously, so moved.

REZONES:

#1085 – Janice J. Williams: R-1 (Single-Family Residential District) to RR (Rural Residential District) – 3262 W 850 N, Monon, IN 47959; Monon Township. The proposed rezone is to allow for the sale of property and allow livestock.

Colin Betts read the Staff Report into record. The parcel includes the former 2-lot Williams Subdivision, platted and dedicated on January 15, 1996. Janice Williams petitioned to vacate the subdivision on 11/17/2011 and the Certificate of Approval was recorded on 12/01/20011 (Record #1112071114). The 2 lots totaling 2 acres were then combined with the abutting parcel #91-85-13-000-000.100-013 to create the total 10.712-acre tract. A manufactured home sits on the former Lot #2 portion of the tract. The property meets the minimum requirements for the Rural-Residential District. The purpose of the R-R district is to “provide land that will accommodate a variety of less intensive agricultural and some very low-density single-family residential uses” that may not need to rely on public services. The White County Comprehensive Plan Future Land Use map indicates this area is desirable for agricultural uses. The Plan states that these areas “will allow both continued farming and some residential development”. The R-R zoning classification might be preferred for less intensive residential development in this area.

Janice Williams was present to represent the request for rezone.

There being no questions, ballots were passed out by Abigail Diener.

1. The proposed rezoning is consistent with the goals, objectives, and policies of the White County Strategic (Comprehensive) Plan and any other applicable planning studies and reports, as adopted and amended from time to time. 7 Agree; 0 No Opinion; 0 Disagree; APC Comments: None

2. The proposed rezoning is compatible with the current conditions (e.g. existing lots, structures and uses) and the overall character of existing development in the immediate vicinity of the subject property. 7 Agree; 0 No Opinion; 0 Disagree; APC Comments: None

3. The proposed rezoning is the most desirable use for which the land in the subject property is adapted. 7 Agree; 0 No Opinion; 0 Disagree; APC Comments: None

4. The proposed rezoning will not have an adverse effect on the value of properties throughout the jurisdiction. 7 Agree; 0 No Opinion; 0 Disagree; APC Comments: None

5. The proposed rezoning reflects responsible standard for growth and development. 7 Agree; 0 No Opinion; 0 Disagree; APC Comments: None

President Charles Anderson announced the results, as follows: 7 votes cast; 10 in Favor – 0 Opposed – 0 No Recommendation

Rezone request will be certified to the appropriate legislative body with a “Favorable” recommendation.

The rezone request will go before the White County Commissioners at their 07/16/18 meeting for final approval.

BUSINESS:

1) Security - Discuss solutions to new security measures for meetings.

Colin Betts asked the Board if they had any recommendations for the public meetings in light of the new security measures in place for the building. After discussing possible security detail and other options, it was decided that the best option was to continue to use office staff at the doors to verify everyone signs in and out of the building at each scheduled meeting outside of regular business hours.

There being no further business, Jim Annis made a motion to adjourn the meeting, with a second from Denny Sterrett. The meeting adjourned at 6:21 p.m.
