APC MEETING – November 13, 2018

The White County Area Plan Commission met Monday, November 13, 2018, at 6:00 p.m. in the Commissioners’ Meeting Room, Second Floor, County Building, Monticello, Indiana.

Board Members Present: Charles Anderson, James Annis, Rodger Brouwer, Abbey Gross, Richard Lynn, Doug Pepple, Stacy Selagy, Mike Smolek, Dennis Sterrett & Brad Ward.

Planning Department Representatives: Joseph Rogers, Executive Director, Tina M. Tiede, APC Secretary; and Abigail Diener (Attorney)

The meeting was called to order by Charles Anderson.

Approval of The Minutes: There was a motion by Doug Pepple and a second by Abbey Gross to approve the meeting minutes of the 10/09/18 APC Regular Meeting. Approved unanimously, so moved.

AMENDMENTS:

1) Revised EDA – Mid-America Commerce Park

George Loy, Attorney, was in person to represent the White County Redevelopment Commission’s request for the APC to approve their amended Declaratory Resolution that was entered on October 31, 2018. This amendment provides for addition and acquisition of specific property within the Mid-America Commerce Park’s economic development area. George Loy provided a copy of that amendment to the Board for their consideration. George provided some background history of the creation of the Mid-America Commerce Park and the process of approval of the development plans.

The amended plan calls for the purchase of just under 40 acres from Mr. & Mrs. Pilotte, most of which will be used for surface water detention. Under Indiana law, whenever property is purchased within an allocated area, you must follow the same procedure for approval as was required at the beginning. The White County Redevelopment Commission met on October 31, 2018, approving the amended plan (see permanent file).

In summary, the amendment of the plan includes purchase of the Pilotte property (37.93 acres), amending the original cost estimates from the old plan to approximately 5.4 million dollars. This cost includes the price for the Pilotte property and the projected design and construction costs.

The law requires that the Area Plan Commission makes a determination as to whether or not this via Declaratory Resolution that this amended plan conforms to the comprehensive plan of development for White County along with any other pre-existing plans for development of the area.

White County Commissioners, John Heimlich and Dave Diener, along with White County Economic Development President, Randy Mitchell, were also available to answer questions relating to the proposed development and future expansion. After some discussion with the APC, Joe Rogers presented the ballots for the plan amendment. Charles Anderson asked Joe Rogers what the office recommendation is for this amendment. Joe Rogers provided a summary to the Board and he indicated that he felt the amended plan was in compliance with the Comprehensive Plan and that he had no personal objections to the proposal.

President Charles Anderson announced the results, as follows: 10 votes cast; 10 in Favor – 0 Opposed

BUSINESS:

1) Transition Plan – Consideration of the of Transitional Team Recommendation

The Transitional Team that included Jim Annis, Abbey Gross, Brad Ward, & Stacey Selagy, met on October 17, 2018 at 3:15 to discuss the transition of Joe Rogers as Director to a full-time replacement. The recommendation of the team was to retain Joseph Rogers as the Area Plan Executive Director through the end of 2019 and through at least the first six months of 2020 with the intention of the first six months of 2020 being used as a replacement training time frame which would be flexible depending on the training results. The team recommended that in the later part of 2019, the Board should begin a recruitment effort for an assistant director to serve under Director Rogers for approximately six months, after which time it would be planned, for the Assistant Director to take over the Director’s position. A motion was made by Doug Pepple to accept the Transitional Team’s recommendation to retain Joseph Rogers as the Area Plan Executive Director through the end of 2019 and for at least the first six months of 2020 with the intention of having an Assistant Director in place on January 1st of 2020. This Assistant Director would work under the direction of Joe Rogers for approximately 6 months in preparation of taking over as Executive Director. Time tables may require adjustment depending on the Assistant Director search and the success of the training. Mike Smolek seconded the motion and all approved unanimously, so moved.

There being no further business, Brad Ward made a motion to adjourn the meeting, with a second from Jim Annis. The meeting adjourned at 6:49 p.m.
