BE IT REMEMBERED, that the White County Commissioners held a special meeting on Thursday, February 7, 2019, in the White County Building, 2nd -Floor, Commissioners’ Conference Room beginning at 8:30 a.m.

Commissioners present were: President John C. Heimlich, Commissioner Steve Burton, and Commissioner David Diener. Also present was White County Auditor Gayle Rogers and Commissioners’ Assistant Donya Tirpak.

Commissioner Heimlich called the meeting to order.

APPOINTMENTS – AIRPORT BOARD & TOURISM BOARD

Commissioner Heimlich said that Dr. Derek Sharvelle has agreed to be appointed to the Airport Board for the open position from Harry Voorhis.

· Commissioner Diener made a motion to appoint Derek Sharvelle, MD to the White County Aviation Board with a term expiring December 31, 2022, seconded by Commissioner Burton. Vote: Unanimous

Commissioner Heimlich said that Bruce Clear is retiring and no longer wants to serve on the Tourism Board. Newly elected Councilwoman Janet Faker has agreed to serve on the board.

· Commissioner Burton made a motion to appoint Janet Faker to fill the unexpired term on the White County Tourism Board expiring on December 31, 2019, seconded by Commissioner Diener. Vote: Unanimous

RESOLUTION – BORROWING OF FUNDS FROM SOLID WASTE TO PURCHASE REAL ESTATE

White County Auditor Gayle Rogers presented a resolution to borrow funds from the Solid Waste Reserve fund to allow the county to purchase real estate at the Mid-America Commerce Park. A resolution will be presented on February 19 at the Council meeting for their approval.

· Commissioner Diener made a motion to adopt Resolution No. 19-02-07-01, authorizing borrowing funds from the Solid Waste Reserve Fund, seconded by Commissioner Burton. Vote: Unanimous

WHITE COUNTY COMMISSIONERS’ RESOLUTION

AUTHORIZING BORROWING OF FUNDS FROM SOLID WASTE RESERVE FUND

BY WHITE COUNTY REDEVELOPMENT COMMISSION

WHEREAS, the White County Commissioners, in order to assist the White County Redevelopment Commission in their endeavor to ensure new and continuing operations in the Mid-America Commerce Park (MACP); and

WHEREAS, this document is evident of White County’s intent to borrow from the White County Solid Waste Reserve Fund, the total amount designated as one million four hundred thousand dollars ($1,400,000) of which is the purchase price of real estate to be located within the MACP; and

WHEREAS, the White County Redevelopment Commission directs its Treasurer to repay the loan to the Solid Waste Reserve Fund after each tax settlement process with all MACP funds collected by the White County Redevelopment Commission from said tax settlement process; and

WHEREAS, the White County Redevelopment Commission resolves to continue making payments following each tax settlement process in which MACP funds are captured until repayment is made in full.

NOW, THEREFORE, BE IT HEREBY RESOLVED, that said land purchase amount is authorized to be loaned from the White County Solid Waste Reserve Fund to the White County Redevelopment Commission, to be used for purchase of real estate within the MACP; and, the White County Auditor is authorized and directed to transfer said sum accordingly, for repayment without interest thereon.
