BE IT REMEMBERED, that the White County Drainage Board held a meeting on Monday, May 6, 2019. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

President Steve Burton called the meeting to order.

MINUTES

· Vice President Heimlich made a motion to approve the minutes as presented for the meeting held on April 15, 2019, seconded by Board Member Diener.

Drainage Reviews

Dollar General- Burnettsville

Surveyor Ward explained this review was for the Burnettsville location. Todd Frauhiger, AECOM has reviewed the plan and visited the site. The retention pond will be on the west side of the building and drain to the MK Reiff ditch thru a new 8” drain tile they are installing north of 24; they do have an easement description wrote up for it which will be recorded once everything has been approved. Todd has reviewed the calculations, it does meet the drainage code and he recommends approval. Surveyor Ward recommends approval of this plan as well. Vice President Heimlich made a motion that the Drainage Plan be accepted, contingent upon the Town of Burnettsville approval; with a second from Board Member Diener. Vote: Unanimous (3 - For, 0 - Against).

Petition for Maintenance

Surveyor Ward explained this was located in Liberty & Cass Township. This petition meets the requirements. There is $10,700 (which is maxed out) in the fund and ball park number for the work is $40-50,000. Vice President Heimlich made a motion to accept the petition; with a second from Board Member Diener. Vote: Unanimous (3 – For, 0 – Against).

 

Kleyla Reconstruction Discussion

Surveyor Ward explained that a landowner would like to close a portion of the Kleyla in for easier farming, this is in the Esther Fraser watershed so it’s big. The question is how many do we have to notify? The whole watershed or just the portion that will be affected? After short discussion only the Kleyla portion of the Esther Fraser will be notified.

Wolcott Wastewater Treatment Plant

Consent to Encroach

Surveyor Ward explained that he sent out an email regarding this after the Agendas were posted. They’re wanting to run a powerline to the plant. The route is along the Unroe ditch and cross the Unroe Ditch. Bill Warren with NIPSCO explained that the set poles will be 45’, the lowest conductors will be 35’ in the air, and the sag will be approximately 30’ above. Attorney Loy request if the engineering firm could provide better locations of where the poles will be situated, he further request the deeds involved as well as the property owners names. Mr. Warrant said that he would get those to Surveyor Ward who could forward them on. There was a motion by Vice President John Heimlich for the Approval of the Consent to Encroach on the John Unroe; with a second from Board Member David Diener. Vote: Unanimous (3 – For, 0 – Against).

 

There being no other business before the board, the meeting was adjourned.
