BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, July 1, 2019, in the White County Building, 2nd -floor Commissioners Conference Room, beginning at 8:15 a.m.

Commissioners present were: President John C. Heimlich and Commissioner Steve Burton. Also present was White County Auditor Gayle Rogers, White County Attorney George Loy, and White County Drainage Board Secretary Jennifer Hill.

Commissioner David Diener and Commissioners’ Assistant Donya Tirpak were absent.

MINUTES

· Commissioner Burton made a motion to approve the minutes from the regular meeting on June 17, 2019, as presented, seconded by Commissioner Heimlich. Vote: Unanimous

PAYROLL

· Commissioner Burton made a motion to approve payroll for June 17, 2019, seconded by Commissioner Heimlich. Vote: Unanimous

CLAIMS

· Commissioner Burton made a motion to approve and pay the claims as presented, seconded by Commissioner Heimlich. Vote: Unanimous

AREA PLAN – FEE SCHEDULE

Director Joe Rogers proposed an increase to the Fee Schedule to the Commissioners on March 8, 2019, and then again on April 1, 2019. Since then, he has added new permit fees for fences and beehives.

· Commissioner Burton made a motion to approve the changes to the new Fee Schedule for the Area Plan Department effective August 1, 2019, seconded by Commissioner Heimlich. Vote: Unanimous

ORDINANCE NO. 19-07-01-01

ORDINANCE ADOPTING WHITE COUNTY

AREA PLAN DEPARTMENT FEE SCHEDULE

WHEREAS, it is the duty of the White County Commissioners to adopt certain fees and costs associated with the submission of applications and requests for permits, public records and special meetings related to the business of the White County Area Plan Department; as authorized by Chapter 12, Section 12.1, Subsection 12.1.1, of the White County Indiana Zoning Control Ordinance; and

NOW THEREFORE, BE IT HEREBY ORDAINED, by the Board of County Commissioners of White County, Indiana, as follows:

1. That the fees and costs pertaining to the White County Area Plan Department related to applications and requests for permits, public records and special meetings shall be assessed pursuant to Exhibit “A-2019” attached hereto and made a part hereof.

HWC ENGINEERING – CR 1100 W CONTRACT

Commissioner Heimlich submitted a contract from HWC Engineering to manage the right-of-way acquisitions for eight parcels on the CR1100 W. project at the Mid-American Commerce Park. The amount of the contract is for $39,370.

· Commissioner Burton made a motion to accept the Contract Addendum with HWC Engineering to manage the right-of-way acquisitions for the CR1100 W. project, seconded by Commissioner Heimlich. Vote: Unanimous

TRANSFER VEHICLE

Commissioner Heimlich said that White County Sheriff Bill Brooks would like to donate a 2015 Dodge Charger to the Town of Burnettsville. A resolution was submitted to transfer the vehicle.

· Commissioner Burton made a motion to approve Resolution No. 19-07-01-01, transferring the vehicle to the Town of Burnettsville, seconded by Commissioner Heimlich. Vote: Unanimous

RESOLUTION NO. 19-07-01-01

WHITE COUNTY COMMISSIONERS’ RESOLUTION AUTHORIZING TRANSFER OF SURPLUS

COUNTY MOTOR VEHICLE TO THE TOWN OF BURNETTSVILLE

WHEREAS, the White County Commissioners (“Commissioners’) hold title to a certain motor vehicle formerly used by the White County Sheriff’s Department, to-wit:

2015 Dodge Charger, Vin #2C3CDXAT7FH772314 (“the Vehicle”); and

WHEREAS, the Vehicle is no longer used by the Sheriff’s Department and is hereby declared to be surplus county property; and

WHEREAS, the Town of Burnettsville (“Burnettsville”) desires to acquire the Vehicle, and the Commissioners are willing to transfer title and possession of the Vehicle to Burnettsville without compensation, upon the conditions hereinafter set forth.

NOW, THEREFORE, BE IT HEREBY RESOLVED, by the White County Board of Commissioners as follows:

1. That the Commissioners are authorized and directed to transfer title to the Vehicle

described herein to the Town of Burnettsville without compensation.

2. That such transfer shall be conditioned upon the Burnettsville Town Counsel

adopting a similar resolution accepting the Vehicle in its “AS IS” condition without warranties of any kind, express or implied, all as required by I.C. §5-22-22-10.

WHITE COUNTY EXTENSION – 4-H EDUCATOR

Andrew Westfall, WC Extension Educator, introduced Miranda Furrer as the new 4-H Educator for White County.
