BE IT REMEMBERED, that the White County Drainage Board held a meeting on Monday, July 15, 2019. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

 

President Steve Burton called the meeting to order.

· Vice President Heimlich made a motion to approve the minutes as presented for the meeting held on July 1, 2019, seconded by President Burton.

MAINTENANCE MODIFICATION HEARING

F.M. Coonrod #526

This comes before the Board due to a Petition to clean the ditch. Currently in the fund $10,781.00, the estimate to clean the ditch is approximately $52,000.00. The rates were advertised at $5.00 an acre with a $10.00 minimum for 4 years, which would give us an annual assessment of $13,488.59 with a 4 year total of $53,954.36. At the end of 4 years rates would be returned to $2.00 an acre with a $5.00 minimum. The current rates are $1.00 an acre with a $5.00 minimum. This is cleaning from 700 E all the way to the west end, cleaning brush and digging out to the original grade line. There were no remonstrances. After short discussion, President Steve Burton read:

COONROD DRAIN #526 IS INSUFFICIENT AND THAT THE ANNUAL ASSESSMENTS FOR PERIODIC MAINTENANCE OF SAID DRAIN SHOULD BE INCREASED AS PROPOSED IN THESE PROCEEDINGS.

THE WHITE COUNTY DRAINAGE BOARD ISSUES ITS WRITTEN FINDINGS AND ORDER DECLARING THE PROPOSED MAINTENANCE MODIFICATION SCHEDULE IN THESE PROCEEDINGS ESTABLISHED, A COPY OF WHICH WILL BE MAILED TO ALL OWNERS AFFECTED.

HERMAN SNOW #584

This ditch comes before you because the fund is negative (-$37,436.73) current rate is $1.00 an acre with a $5.00 minimum. There are 4,664 acres assessed. The current annual maintenance is $4,757.00 which would take roughly 8 years to pay back. The advertised rate was $5.00 an acre with a $10.00 minimum for 2 years and then returning to $2.50 an acre with a $10.00 minimum. If the proposed advertised rate is accepted that would bring in $23,324.00 which would get us out of debt in 2 years. Current rate is $1.00 an acre with a $5.00 minimum. There is always work being done on this ditch. There were no remonstrances for this request. President Steve Burton read:

Petition for Maintenance

CHRISTIAN STOLLER #587

This petition was carried by Bob Swygman, he promised he got every adjoining landowner of the open ditch to sign the petition. The open ditch is approximately 4 ½ miles, but the watershed is quite large. The benefitted acres are 6,700. There was a motion by Vice President Heimlich to accept the Petition for Maintenance on the Christian Stoller #587, with a second by Board Member Diener. Vote: Unanimous (3- For, 0 – Against).
