BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Monday, November 4, 2019, in the White County Building, 2nd -floor Commissioners’ Conference Room, beginning at 8:15 a.m.

Commissioners present were: President John C. Heimlich, Commissioner Steve Burton, and Commissioner David Diener. Also present was White County Auditor Gayle Rogers, White County Attorney George Loy, and Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

· Commissioner Diener made a motion to approve the minutes for the Executive Session on October 21, 2019, and the regular meeting minutes on October 21, 2019, seconded by Commissioner Burton. Vote: Unanimous

PAYROLL

· Commissioner Burton made a motion to approve payroll for November 4, 2019, seconded by Commissioner Diener. Vote: Unanimous

CLAIMS

· Commissioner Burton made a motion to approve and pay the claims as presented, seconded by Commissioner Diener. Vote: Unanimous

COUNTY ROAD 1300

Pat Brenner, 3371 E CR1300 S, appeared before the Commissioners complaining about the condition of CR1300 S. Highway Superintendent Kyburz said that they will continue to grade the road and when the weather warms up for 30 days, they will be able to spray it.

BRIDGE 227 – CR 300 EAST

Highway Superintendent Kyburz said that the ½ -mile road from CR 1200 to CR 1250 is bad, so they came up with a couple of plans on how they can improve the road as they replace the bridge. They are currently working on the right-of-way acquisitions, and the project should be out for bid in January. The bridge replacement and the intersection of CR 1250 will be done in 2020, and the north half of the project, the northern hill, will be done in 2021.

HEALTH INSURANCE RENEWAL 2020

Amy Carpenter, Huntington Insurance, said that there was no change except for increasing the deductible by $100/individual and $200/family, which was due to law changes.

To prevent a 9% increase, Ms. Carpenter went back to Anthem for more options. The best option that she felt would work for White County and recommend to the Commissioners was to increase the deductible to $3,000/individual and $6,000/family, and increasing the out-of-pocket to $4,000/individual and $8,000/family. She also recommended increasing the HRA to $2,000/individual and $4,000/family. This will keep the cost minimal to employees and also keep the employee contributions the same for another year.

Ms. Carpenter said that 27 employees did not use the HRA this year, nine individual employees met the current deductible, 13 families met the current deductible, and only one family met the out-of-pocket.

By increasing the plan’s deductible, just slightly, will lower the premium cost from 12% to .6% and keep our cost the same. All other plans are on rate holds, so there are no increases or changes to anything. Anthem also now can administer the HRA, which will lower the cost of administration costs for the county.

HR Director Leah Hull recommended that the Commissioners approve the negotiated renewal plan as presented.

· Commissioner Diener made a motion to keep the wellness rate the same as 2019, seconded by Commissioner Burton. Vote: Unanimous
