BE IT REMEMBERED, that the White County Drainage Board held a meeting on Monday, December 2, 2019. The meeting was held at the White County Building, 2nd floor, Commissioners’ conference room beginning at 10:30 a.m. Drainage Board members present were: President Steve Burton, Vice President John Heimlich and Board Member David Diener. Also, present were the White County Surveyor Bradley E. Ward, Attorney George Loy and Board Secretary Jennifer Hill.

President Steve Burton called the meeting to order.

MINUTES

· Vice President Heimlich made a motion to approve the minutes as presented for the meeting held on November 18, 2019, seconded by Board Member David Diener.

DRAINAGE REVIEW

Dollar General - Wolcott

Surveyor Ward explained this is in Wolcott, right outside the curve across from San Juan Pool. There is a retention pond on the west side of the building the driveway is on the east side. Todd Frauhiger, AECOM has reviewed the plan “A detention pond will be constructed along the west side of the property. Flow from the proposed building and parking lot will be directed to the pond via a constructed swale along the east and south side of the property. A portion of the parking lot will flow directly to the proposed pond. The pond will discharge to the existing US 24 side ditch through a series of 8 inch pipes. The side ditch flows away from the site in an easterly direction.” The plan does meet the White County Drainage Ordinance, Todd is recommending approval. The only other comment from Todd was that the developer would need to get a driveway permit from INDOT for access to US 24 and that INDOT would probably want to review the calculations for the drainage plan as well. Surveyor Ward recommends approval as well as long as all approval from INDOT goes through. There was a motion by Vice President Heimlich to approve the Drainage Plan as presented; with a second from Board Member Diener.

RIGHT TO ENCROACH

Nipsco

The next item on the agenda is a Right to Encroach for Nipsco. Nipsco requests that this be tabled until the December 16, 2019 Drainage Board meeting where they will present for two Right to Encroaches for power line rebuilds.

 

OTHER BUSINESS

There is an Indian Creek Meeting December 11, 2019.
