BE IT REMEMBERED, that the White County Commissioners held a regular meeting on Tuesday, February 18, 2020, in the White County Building, 2nd -floor Commissioners’ Conference Room, beginning at 8:15 a.m.

Commissioners present were: President John C. Heimlich, Commissioner Steve Burton, and Commissioner David Diener. Also present was White County Auditor Gayle Rogers, White County Attorney George Loy, and Commissioners’ Secretary Donya Tirpak.

Commissioner Heimlich called the meeting to order.

MINUTES

· Commissioner Burton made a motion to approve the minutes for the regular meeting on February 3, 2020, seconded by Commissioner Diener. Vote: Unanimous

PAYROLL

· Commissioner Diener made a motion to approve payroll for February 10, 2020, seconded by Commissioner Burton. Vote: Unanimous

CLAIMS

· Commissioner Burton made a motion to approve and pay the claims as presented, seconded by Commissioner Diener. Vote: Unanimous

DATA SHARING REQUEST

Area Plan Director Joe Rogers submitted a Data Sharing Application from Kraus Surveying for the Indiana Crossroads Windfarm project. They are requesting data layers for the easement, right-of-way, and the legal drains for the whole county. He has checked with Surveyor Brad Ward and 39 Degrees North, and they do not have any issues with the request.

· Commissioner Burton made a motion to accept the Data Sharing Application request from Kraus Surveying, seconded by Commissioner Diener. Vote: Unanimous

HWC CONTRACT – CR 1100 W.

Brian Pohlar, HWC Engineering, submitted Amendment #3 on CR 1100 W. improvement project. As part of the easement access process, additional staking needs to be done. The cost of the contract is $5,000.

· Commissioner Diener made a motion to accept Amendment #3 from HWC Engineering for CR 1100 W., seconded by Commissioner Burton. Vote: Unanimous

AED MACHINES FOR DEPUTY VEHICLES

Chief Deputy Roth said that the Council had approved the funds to purchase 14 AED’s (automated external defibrillator) for every one of the Sheriff Deputy vehicles, including the transport van.

· Commissioner Burton made a motion to allow the Sheriff’s Department to purchase 14 AED’s for their vehicles, seconded by Commissioner Diener. Vote: Unanimous

At this time, Council Vice President Denny Carter called the Council members to order in joint session with the Commissioners. Council members present:

LUSE ROAD REPLACEMENT PROJECT

Board member George Green reported that the schedule for the Luse Road project is as follows:

March – Utility Company Construction meeting.

May 12 – Final Plan review.

May - Public meeting.

May 26 – Advertise for bids.

September – Construction could start.

VALLEY OAKS HEALTH - FORMALLY KNOWN AS WABASH VALLEY ALLIANCE

Chief Executive Director Tom Gilliom and Licensed Psychologist Monique Shah Kulkarni discussed in detail the services that Valley Oaks provides to individuals of all ages who are working on toward recovery from a mental health or addiction disease.

RECOGNITION

Councilman Casey Crabb complimented Commissioner Steve Burton on the outstanding job that he did representing White County at the Jasper County Economic Development Annual meeting discussing the benefits of wind turbines.
