BE IT REMEMBERED that a meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on February 18, 2020 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Pro Tempore Carter called the Council meeting to order in joint session with the Commissioners. The following members were present:

James B Davis Kevin L Crabb Dennis E Carter

Janet J Faker James G Annis Arthur A Anderson (late arrival)

Absent: Raymond L Kramer Jr

 

Also, in attendance: IT Director Eric Storm, Auditor Gayle Rogers, Council Secretary Libby Billue

PLEDGE OF ALLEGIANCE

Council President Pro Tem Carter opened the Council meeting with the Council reciting the Pledge of Allegiance.

 

MINUTES

Councilor Annis made a motion to accept the January 21, 2020 minutes as presented. Councilor Crabb seconded the motion. Vote: Unanimous

IT DEPARTMENT REQUEST FOR PART TIME FUNDS

IT Director Eric Storm requested additional funding of $5,000 for part-time help to assist with the wiring project at the new highway garage and for other manpower needs. Currently there is $15,000 budgeted for part-time help. Council determined that the funds can be transferred to the IT budget for the additional part-time help when needed for this line item. Eric and Auditor Rogers will work together to be sure that any future funding request will be timely. Vote: Unanimous

TRANSFERS

The following request for transfer was received:

Councilor Faker made a motion to approve the above transfer. Councilor Annis seconded the motion. Vote: Unanimous

 

SALARY ORDINANCE AMENDMENT #1

Councilor Faker noted that the amount for the Soil & Water Director Shannon Heidrich needs to be corrected in the salary ordinance due to changes that were approved at the previous Council meeting. Councilor Faker motioned to approve Salary Ordinance Amendment #1 as corrected with previously approved salary amount for Soil & Water Director Shannon Heidrich. Councilor Annis seconded the motion. Vote: Unanimous

 

LINE ITEM FOR COUNCIL TRAVEL/CONFERENCE COSTS

Auditor Rogers suggested that the Council set up a line item for travel and conference costs for Council members. Setting up a new Department for the Council will provide for an improved claims process and accountability. Additionally, if approved, the Council will require its own budget for 2021. Councilor Faker stated that she would prefer to postpone any decisions on this item until Council President Kramer is present, and all agreed.

BOARD MEETING REPORTS

Valley Oaks: Councilor Carter noted that Valley Oaks CEO Tom Gillom presented an overview of their organization’s involvement in White County during the joint session of the Commissioners and Council.

Economic Development: Councilor Crabb reminded all of the luncheon scheduled for 2/28/20.

Tourism: Councilor Faker briefly discussed the possibility and feasibility of a food & beverage tax in White County.

Area Plan: Councilor Annis stated that Director Rogers had updated them in the joint meeting.

KIRPC: Councilor Davis noted that there are many projects currently being worked on. The new Monon splashpad will likely break ground this year.

911 & Community Corrections: Councilor Anderson stated that he has no report for 911, and the Community Corrections Board is looking for a President

 

ADJOURNMENT
