BE IT REMEMBERED that a meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on March 16, 2020 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Kramer called the Council meeting to order in joint session with the Commissioners.  The following members were present:

James B Davis            Dennis E Carter         Arthur A Anderson

Janet J Faker               James G Annis          Raymond L Kramer Jr

Absent: Kevin L Crabb

Also, in attendance:  Auditor Gayle Rogers, Soil & Water Director Shannon Heidrich, Chief Probation Officer Melinda Provo, HR Director Leah Hull, Council Secretary Libby Billue

For contents of joint session, see Commissioners’ minutes.

Council President Kramer opened the Council meeting with the Council reciting the Pledge of Allegiance.

Councilor Carter noted that a correction to the minutes under the IT Department Request is needed. The last sentence in that section will be corrected to read, “Eric and Auditor Rogers will work together to be sure that any future funding request will be timely.” Councilor Davis made a motion to accept the February 18, 2020 minutes with the identified correction.  Councilor Annis seconded the motion.                                                                            Vote:  Unanimous

HR Director Leah Hull requested Council support for the use of Form HR Form AA Rev 8 5-3-19 (and any subsequently amended Payroll Request forms approved by Council) by all county departments.  Councilor Faker motioned to reject any new payroll request using outdated or amended forms and to consider only requests prepared and presented on the county approved form.  Councilor Davis seconded the motion.                                                  Vote: Unanimous

Leah also informed Council members regarding the “Families First” bill. This bill, if passed, would mandate that employers continue to pay workers for time off due to quarantine, illness, or absence of childcare for situations such as the current COVID-19 pandemic.

No transfers.

No reports.

There being no further business to bring before the Council, Councilor Annis motioned to adjourn the meeting, and Councilor Davis seconded the motion.                         Vote: Unanimous
