BE IT REMEMBERED that a meeting of the White County Council was held at the White County Building in Monticello at 9:00 A.M. on May 18, 2020 for the purpose of discussing the additional appropriations and other business that might come before the membership. This meeting was held in the Commissioner’s Room in order to allow for public access via Webex.

Council President Kramer called the Council meeting to order in joint session with the Commissioners. The following members were present:

PLEDGE OF ALLEGIANCE

Council President Kramer opened the Council meeting with the Council reciting the Pledge of Allegiance.

 

MINUTES

Council minutes for regular meetings of the Council on 2/18/20(revised) and on 3/16/20 were presented for approval. Additional minutes for Executive meetings held on 3/12/20, 3/17/20, and 3/31/20 were also presented for approval. Councilor Anderson motioned to approve all minutes as presented. Councilor Annis seconded the motion. Vote: Unanimous

2020 SALARY ORDINANCE AMENDMENT #2

Due to COVID-19, an amendment to the 2020 Salary Ordinance increases hourly rates for Election Workers, for the 2020 Primary only, and Health Nurse as follows:

2020 SALARY ORDINANCE NO. 2019-06 Amendment #2

Covid-19 Health Nurse $20.00

Covid-19 Election Workers (2020 Primary only) $15.00

Councilor Davis motioned to approve the amended salary ordinance as presented. Councilor Annis seconded the motion. Vote: Unanimous

 

ABATEMENT REVIEW OF CF-1/ANNUAL COMPLIANCE FORM

Councilor Kramer provided an overview of CF-1 forms provided by Pulaski White Rural Telephone Company (PWRTC) and Rockland Flooring. Councilor Anderson motioned to approve continuance of tax abatements for PWRTC and Rockland. Councilor Crabb seconded the motion. Vote: Unanimous

WHITE COUNTY SMALL BUSINESS ASSISTANCE PROGRAM

Resolution No. 2020-05-18-01 was passed during the joint Council/Commissioner meeting “ESTABLISHING A REVOLVING FUND PURSUANT TO INDIANA CODE 5-1-14-14, CREATING A PROGRAM ASSISTING SMALL BUSINESSES AFFECTED BY COVID-19, AND APPROVING CERTAIN RELATED MATTERS”.

Councilor Kramer requested volunteers from Council to serve as members of the Review Committee for applications submitted in request for these funds. Committee members are:

Arthur Anderson (Councilor) James Annis (Councilor)

Dennis Carter (Councilor) Steve Burton (Commissioner)

Gayle Rogers (Auditor)

 

BOARD MEETING REPORTS

Auditor Rogers has notified department heads to be preparing budgets for 2021. Additionally, she noted that the 6th Street Grant is almost done, and the county’s matching portion will be approximately $1.5million. Council members briefly discussed payment of the matching portion of the grant and will make decisions at a later time.

Councilor Faker led discussion with Council members regarding the use of the old jail on Illinois Street in Monticello for EMA and Coroner Departments. In addition, she praised the Health Department and EMA for their efforts in White County during the COVID-19 pandemic.

There being no further business to bring before the Council, Councilor Annis motioned to adjourn the meeting, and Councilor Anderson seconded the motion. Vote: Unanimous
