BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on May 17, 2010 for the purpose of discussing the additional appropriations and other business that might come before the membership.

Council President Richard Horton called the Council meeting to order in joint session with the Commissioners. The following members were present:

Councilor Kramer made a motion to accept the April 19, 2010 minutes. Councilor Clear seconded the motion. Vote: Unanimous

Councilor Kramer made a motion to appropriate the above funds from Horizon Wind Economic Development Fund. Councilor Crabb seconded the motion. Vote: Unanimous

RESOLUTION TO BORROW FOR GENERAL FUND

 

Auditor Guingrich said the County has received $3,000,000 from taxes collected, and she has paid back $1,000,000 of the borrowed money. Since it has been advertised twice already, she’d like to go ahead and borrow the $700,000 so she will not have to advertise and request more again later. She hopes to pay back loans once settlement occurs.

Councilor Carter made a motion to approve a $700,000 temporary loan resolution # 2010-05-17-01 from Solid Waste Operating Fund (59) to the General Fund (1). Councilor Kramer seconded the motion. Vote: Unanimous

WHITE COUNTY HEALTH DEPARTMENT

 

President Horton congratulated Linda Taff on her position as the White County Health Department Head and asked how it was going. She said she was comfortable with the position although she’s still learning to do portals. She was just registered with the State and is able to begin working on portals. This will be a monthly job. H1N1 should be phased out in July. There is $31,000 of Phase III money left. It was supposed to be used only for Clinics, but Ms. Taff is waiting to hear from the State to discover if it can be used in other areas. Phase I and II money is nearly depleted.

Gwynn Rusinek is down to working two days a week, and is helpful to Ms. Taff although she hears grumbling from others. The Health Department is using Lotus for Certificates, but by January 1, 2011 it will be mandated to use the new Genesis software system. To date, she and Ms. Rusinek are the only ones able to navigate the new system. Cross-training will have to take place so she will be able to leave the office.

Auditor Guingrich said May 1, 2010 was supposed to be Gwyn’s last day, but she is still working. She will not be able to collect on PERF until she has stopped working for a full thirty days with no intention of coming back.

Ms. Taff said Dr. Hassan wants the Health Department to have its trailer at the White County Fair again this year, but Ms. Taff said she will not have time to be there every day, and no one else wants to work it.

RECORDER’S FIDLAR SEMINAR

 

Recorder Paul Lantz said she would like to have Bruce Lambert come to the seminar with her to learn how to use the Fidlar Software Support system. He will soon be the new Recorder and she felt it would be beneficial for him, and would like to pay his way through the Recorder’s funding. She wants to implement an upgrade, and would like his input since he will be taking her place. Mr. Lambert said it will also be considered as three credit hours toward his mandated Recorder’s training.

The Council was favorable to Mr. Lambert going and using the Recorder’s funding.

WHITE COUNTY TREASURER

 

President Horton said overtime had been authorized by the Council for those working to get tax bills out. He said although Treasurer Geisler has overtime to pay, she doesn’t have the money in the budget to pay it. Treasurer Geisler said $6,000 is budgeted for part-time pay, but there have been one and a half collections so far this year instead of just one and there is more to come. It looks like she will need another $6,000 to cover another collection yet this year. Auditor Guingrich suggested providing the money through an additional appropriation and include any overtime pay as well. Treasurer Geisler will calculate figures to be advertised for the June meeting. Councilor Clear reminded those present the Council prefers to pay out the overtime rather than building up compensation time. Auditor Guingrich said it would not hurt to be in the red for a month knowing the money will be available. Treasurer Geisler said she could transfer money from mileage since there will be no time to attend conferences this year.

BUDGET HEARING DATES

 

The Council agreed on Budget Hearing dates of Monday, August 9, Tuesday, August 10, and Thursday, August 12. Auditor Guingrich said the later dates may give her and the Treasurer the time needed to provide Department Heads a full half-year budget report instead of just five months. Having those numbers should make it easier for Department Heads to prepare budgets. She asked if the Council will be reviewing the township and library budgets during those dates as well. President Horton will find out.

UPDATE ON FORMER WHITE COUNTY AUDITOR

 

Auditor Guingrich gave a positive progress report on former Auditor Pool’s double knee surgery. President Horton concurred visits to see her were uplifting.

WHITE COUNTY HIGHWAY DEPARTMENT

 

White County Highway Superintendent Steve Brooke would like to replace an outgoing employee from the Brookston area. He would hire him at the entry level pay scale. Even with this replacement, the department will be down two employees from 2006. The Council was in favor of hiring a replacement.
