BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on May 19, 2008 for the purpose of discussing the additional appropriations and other business that might come before the membership.

 

Council President Richard Horton called the Council meeting to order in joint session with the Commissioners. The following members were present:

MINUTES

Councilman Kramer noted the date in the minutes for today’s meeting said Monday, May 18, 2008 instead of the 19th. Councilman Kramer made a motion to accept the April 21, 2008 minutes with the noted date change. Councilman Clear seconded the motion.

TRANSFERS

The following transfer was carried over from April:

Health Department Head Gwynn Rusinek explained the transfer needed was to cover PERF for an employee for the last quarter of 2007 that the County paid in January of 2008. The employee is no longer a full-time employee in 2008, so there was nothing in the budget for him.

Councilman Kramer made a motion to accept the above transfer. Councilman Carter seconded the motion. Vote: Unanimous

 

HEALTH DEPARTMENT NEW EMPLOYEE

Ms. Rusinek asked if she needed to bring anything before the Council about the new employee she hired to replace the Environmentalist. The position does not require any State certification. She is planning to hire the new employee at 90% of the previous employee’s salary.

Ms. Rusinek said the seasonal employee who does the pool testing is paid by the State out of the Tobacco Maintenance Fund.

WHITE COUNTY COMMISSIONERS’ BUDGET

Advisor Pool passed out the White County Commissioners’ 2007 Budget Status Report showing what was spent last year. She said when she was first Auditor, some of the Commissioners’ expenses were paid out of funds other than the General Fund. On the report she marked different funds the Council could use to pay expenditures instead of taking so much out of the General Fund. Some of the things the Commissioners have paid out of General Fund could be taken out of other funds. She said the Commissioners just liked seeing everything on the monthly reports. Since the Council is trying to cut back, she wanted them to be aware of other options. Ms. Pool said the Commissioners’ budget has really jumped up. For instance, there wasn’t a county ambulance, which is costly, and could come out of CEDIT. She said about the only money that comes out of CEDIT any more is Highway and Economic Development.

Council President Horton mentioned how difficult it is to know where the County stands financially when we haven’t had settlement for last year. He said the County is about two million dollars off. Councilman Clear said it was more like four million. Ms. Pool said these figures are not true figures for each year because settlement hasn’t occurred in a timely fashion for three out of the last five years. Councilman Kramer explained that expenses paid in one year for the previous year’s expenditures cause those figures to look like you over spent for that year when you really didn’t.

 

SHERIFF’S DEPARTMENT

Sheriff Roberts said he had to move three female inmates to Pulaski County to be housed, because there is only room for fifteen in White County. He said there haven’t been this many since May of 1998. It costs $35.00 a day per inmate to be housed elsewhere, but he doesn’t know where the money will come from to pay the bill. He suggested talking Judge Mrzlack into doing away with Work Release, and Sheriff Roberts could use that for female prisoners. He said the County is not making anything from that. Community Corrections does. He also said Community Corrections makes $35.00 a day for housing prisoners, and the County doesn’t get anything, although they use the County’s jail and food. President Horton asked him to research further where the bill should be paid from and report back at a special meeting on Monday, June 2, 2008 at 9:15 AM.

Sheriff Roberts said he has limited the personal use of cars to in County only. Officers feel like it is a perk of the job, but he hasn’t seen it in writing anywhere. He asked his deputies if it were their business they were running, what would they do? Councilman Cain said at $4.00 a gallon, there have to be changes. Sheriff Roberts said he has saved money by switching from Hubbard’s to Condo’s for oil changes and maintenance on their vehicles.

As the summer is the busy season for the Sheriff’s Department, and two of the deputies are not available because they are in the academy, the Sheriff has hired three Certified Officers who were laid off from Carroll County to work part-time at $9.25 an hour. He hasn’t put any of them to work yet, however.

 

WHITE COUNTY HIGHWAY

Auditor Jill Guingrich passed out a request for additional appropriations for the Highway Department that she was given this morning. It will have to be voted on next month to allow time for the advertisement. President Horton said the newspaper reported that Tippecanoe County Highway Department is working four 10-hour days rather than five 8-hour days in an effort to save money on gas. White County Highway Department employees drive their work trucks home each night. Councilman Cain says the employees come into the garage each day to get their assignments.

Councilman Kramer said he was thinking the Council had committed a bond debt service out of CEDIT money for the Wolcott TIF district. Council President Horton said it was $99,000.00 and was taken out on March 28, 2008. Councilman Cain said the Council votes on it every year.
