BE IT REMEMBERED that a work study meeting of the White County Council was held at the White County Building at Monticello at 8:30 A.M. on June 2, 2008 for the purpose of restructuring job descriptions and salaries for White County employees.
Council President Richard Horton called the salary work study meeting to order. The following members were present:

MINUTES
Treasurer Gross asked that the first sentence in the second paragraph under the heading “Assessors” in the minutes be changed. She would like it to read: . . . “legislation will probably”, and take out “(probably 2009)”. Councilman Kramer made a motion to accept the May 19, 2008 minutes with the requested change. Councilman Cain seconded the motion.

MATRIX
Advisor Mary Jo Pool passed out an updated Matrix listing only employees paid out of the general fund. She explained the figures under 2008 reflect the changes made at budget time. The following columns show a yearly increase of 1 ½%. The only thing she didn’t list was the actual administrative level each employee fits into. The column titled “Employee” uses a number to identify the employee without listing the employee’s name. It has nothing to do with the level of pay. Councilman Clear requested that she replace the employee descriptions column with the Administrative Pay Levels. Councilman Crabb said five years out would be adequate if she needs more room on the page.
Councilman Crabb asked why the Sheriff’s pay went down from 2007 to 2008. Advisor Pool said the 2007 figures may have had more than the base salary showing. The rest of the columns show just the base salary. Councilman Cain said the holiday and phone pay probably shows up in 2007. Longevity is not included.
Council President Horton asked if the Matrix and Administrative Levels need to be approved by the Commissioners. Advisor Pool didn’t think the Commissioners dealt with the salary ordinances.
Advisor Pool said she would like to make a different sheet for each office that would list the five Administrative Level descriptions, the five Administrative Level pay ranges, and the part of the Matrix system that applies to that particular office. The Council said they would like to present it to them whenever they meet with the department heads.
