BE IT REMEMBERED that a regular meeting of the White County Council was held at the White County Building at Monticello at 9:00 A.M. on July 21, 2008 for the purpose of discussing the additional appropriations and other business that might come before the membership.

 

Council President Richard Horton called the Council meeting to order in joint session with the Commissioners. The following members were present:

MINUTES

Councilman Kramer made a motion to accept the June 16, 2008 minutes. Councilman Hendryx seconded the motion. Vote: Unanimous

TRANSFERS

The following transfers were received:

Councilman Carter made a motion to accept the above transfers. Councilman Crabb seconded the motion. Vote: Unanimous

COMBINE DRUG FREE FUNDS

Auditor Jill Guingrich would like to close out fund 136, which is Drug Free Coalition Fund, and combine it with Fund 103: White County Drug Free Fund. Basically Fund 103 writes checks to Fund 136, and Fund 136 pays out to the schools, etc. Ms. Guingrich has talked with the Probation Officer, Gina Goodman, who doesn’t know why it was set up this way, and would be fine with having just one fund. Ms. Guingrich also talked with the Community Consultant for the Indiana Criminal Justice Institute who says White County is the only County she knows of that does it this way. It is nothing but a headache for Ms. Guingrich, so she’d like to transfer the total of the funds left in Fund 136 and put it into Fund 103. She has been working with the State Board of Accounts on trying to clean up some of the inactive funds or grants that only have a small amount of money in them.

Councilman Carter made a motion to close out Drug Free Coalition Fund (136), and transfer the balance into White County Drug Free Community (103). Councilman Kramer seconded the motion. Vote: Unanimous

INNKEEPERS TAX BOARD

President Horton had the Council review the White County Innkeepers Tax Board Report. He said the Innkeepers Tax is solely made up of room tax and is used for silt removal in lakes Shafer and Freeman.

Councilman Kramer made a motion to approve the Innkeepers Tax Board Budget as presented. Councilman Hendryx seconded the motion. Vote: Unanimous

 

WHITE COUNTY RECYCLING

After reviewing the White County Recycling report, Councilman Kramer made a motion to approve the nonbinding resolution for the Northwest Indiana Solid Waste District Budget as submitted. Councilman Carter seconded the motion. Vote: Unanimous

 

WHITE COUNTY COUNCIL ON AGING

The Council looked over the quarterly report for the White County Council on Aging.

 

RIVERBOAT TAX

Auditor Guingrich said the riverboat tax goes into Fund 141: Riverboat Gaming Fund. From there it gets distributed to the cities, towns, and the County Fund 191: Riverboat Tax. The money can be used for any governmental purpose the Council chooses.

Councilman Clear inquired about details on the Police & Fireman Pension Funds (80 & 81) and the Sheriff Retirement Fund (803). Auditor Guingrich said she will bring information to the next meeting.

 

MATRIX

Now that the new matrix has been explained to the Department Heads, President Horton would like to allow them the opportunity to change the budgets they have already submitted (if they so choose). Auditor Guingrich said that would not be a problem for her, if they can make changes soon. Councilman Kramer will draw up a letter to be given to the Department Heads with a deadline of Friday, July 25, 2008 to make amendments.

 

BUDGET HEARINGS

Monday, August 4, 2008 lunch will be provided with the Commissioners. Afterwards the Economic Development Board will have their CEDIT request. Wednesday, August 6, 2008 lunch will be provided by Councilman Gary Hendryx.

There being no further business to bring before the Council, Councilman Kramer made a motion to adjourn. Councilman Clear seconded the motion. Vote: Unanimous
